Recalling that, under Article 22 of the CMAA, the JCCC consists of representatives of the Customs Authorities of the Contracting Parties, which in the European Community are the competent services of the Commission of the European Communities assisted by the customs authorities of the Member States of the European Community and in the United States of America is the US Customs and Border Protection, Department of Homeland Security.

2. 2. In order to facilitate the control of landings by the port authorities and the documentation referred to in paragraph 1, masters of vessels, or their representatives, who hold a valid special fishing permit and who intend to land shark fins or remaining parts of sharks outside Community ports, shall notify the authorities of the flag State and the competent authorities of the State whose ports or landing facilities they want to use, at least 72 hours before the estimated time of arrival at the port of landing, of the catches retained on board, the catches intended for landing and their estimated time of arrival at the port.

2. Bien que la mise en place d'un mécanisme consultatif pour le dialogue entre les autorités régionales et locales des deux parties ne soit pas explicitement prévue par l'accord européen évoqué plus haut, la Commission propose qu'un comité consultatif conjoint représentant les autorités régionales et locales des deux parties soit constitué par le Conseil d'association afin de répondre au vif intérêt manifesté à cet égard par les deux parties, représentées pour ce qui est de la Communauté, d'une part, par le Comité des régions et pour ce qui est de la République de Bulgarie, d'autre part, par le Comité de liaison bulgare pour la coopération avec le Comité des régions des Communautés européennes.
2. Though the establishment of a consultative mechanism for dialogue between the regional and local authorities of the two Parties is not explicitly provided for in the aforementioned Europe Agreement, the Commission proposes that a Joint consultative committee representing the regional and local authorities of both parties be set up by the Association Council in support of the keen interest expressed, in this respect, by both sides, represented by the Committee of the Regions, on the part of the Community, and by the Bulgarian Liaison Committee for Co-operation with the Committee of the Region of the European Communities, on the part of the Republic of Bulgaria.

2. Though the establishment of a consultative mechanism for dialogue between the regional and local authorities of the two Parties is not explicitly provided for in the aforementioned Europe Agreement, the Commission proposes that a Joint Consultative Committee representing the regional and local authorities of both parties be set up by the Association Council in support of the keen interest expressed, in this respect, by both sides, represented by the Committee of the Regions, of the part of the Community, and by the Slovak Liaison Committee for Co-operation with the Committee of the Regions of the European Communities, of the part of the Slovak Republic.

Article 11(1)b of the Directive stipulates that the competent authorities of Member States shall not authorise shipments of radioactive waste to a State party to the Fourth ACP-EEC Convention which is not a member of the Community, taking account, however, of Article 14.

(17) La désignation des représentants chargés du règlement des sinistres devrait faire partie des conditions d'accès à l'activité d'assurance visée dans la branche 10 du point A de l'annexe de la directive 73/239/CEE(9), à l'exclusion de la responsabilité civile du transporteur, et des conditions d'exercice de cette activité; en conséquence, cette condition devrait être couverte par l'agrément administratif unique délivré par les autorités de l'État membre où l'entreprise d'assurance a son siège social, tel que défini dans le titre II de la directive 92/49/CEE(10). Cette condition devrait également s'appliquer aux entreprises d'assurance dont le siège social est situé hors de la Communauté et qui ont obtenu un agrément pour accéder à l'activité d'assurance sur le territoire d'un État membre de la Communauté. La directive 73/239/CEE devrait être modifiée et complétée à cet égard.
(17) The appointment of representatives responsible for settling claims should be one of the conditions for access to and carrying on the activity of insurance listed in class 10 of point A of the Annex to Directive 73/239/EEC(9), except for carriers' liability; that condition should therefore be covered by the single official authorisation issued by the authorities of the Member State where the insurance undertaking establishes its head office, as specified in Title II of Directive 92/49/EEC(10); that condition should also apply to insurance undertakings having their head office outside the Community which have secured an authorisation granting them access to the activity of insurance in a Member State of the Community; Directive 73/239/EEC should be amended and supplemented accordingly.
