- 2 - The decision to amend the 1990 Regulation was taken as a result of the work carried out after the 1990 Houston economic summit (Group of Seven), which made a consultative group, the CATF (chemical action task force), responsible for determining what improvements could be made to the existing procedures. These were based on the 1988 United Nations Convention, to which the Community is a party. The task force includes 26 countries, and the Commission and seven Member States are involved.
