As regards the involvement of third countries, following the EU-US summit in April 2007, how does the Portuguese Presidency intend to develop transatlantic cooperation to combat terrorism and crime, and will it be pursued through methods which comply with Art. 6 of the TEU and with foreseeable developments in the next IGC, as recommended also by the EP resolution on the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners?

Pour chaque programme, il conviendra de définir si cette participation sera financée par les pays eux-mêmes (comme c'est le cas pour les membres de l'Espace économique européen) ou par le budget de l'UE [à partir des ressources du programme prévues pour ce faire, dès lors que la base juridique applicable le permet, ou à l'aide d'un financement ad hoc au titre de l'instrument européen de voisinage et de partenariat (IEVP)].
It will need to be decided for each programme whether funding for the participation of ENP partner countries should come from the countries themselves (as with members of the European Economic Area) or from the EU Budget (either from the relevant internal programme resources, where foreseen in the respective legal basis, or through dedicated funding under the European Neighbourhood and Partnership Instrument – ENPI).
