Within 3 months of the entry into force of this Decision, a Member State may, in exceptional circumstances and giving duly justified reasons compatible with the fundamental values of the Union enshrined in Article 2 of the Treaty on European Union, notify the Council and the Commission that it is unable to take part in the relocation process of up to 30 % of applicants allocated to it in accordance with this Decision.

Takes note of the ECOFIN Council's decision to establish a European Financial Stabilisation mechanism with a total volume of up to 500 billion Euro, based on Article 122.2 of the Treaty and an intergovernmental agreement of the euro area Member States in order to provide financial support for Member States in difficulty; agrees that a Stabilisation mechanism is necessary to counter the danger of a domino effect of possible state bankruptcy of Member States of the euro area; strongly opposes, however, that activation and assistance by the Stabilisation mechanism shall be subject to strong conditionality along the lines of recent EU/IMF support and that the IMF shall participate in its financing arrangements;

Notes that workers will receive a participation allowance of up to 400 Euro per month in order to cover the expenses incurred as well as they will receive subsistence allowance equivalent to one day of Italian "indemnita di mobilita" and views it as a major incentive to attend further trainings as the very low number of redundant workers in a company complicate the centralization of further trainings;

For the period 2010-2013, there will be the possibility to release up to an additional EUR 500 million following the evaluation of the European Parliament and the Council in accordance with the procedure set out in Article 7(2) of this Decision on the basis of a report by the Commission containing information on the participation of SMEs and universities, the fulfilment of the Seventh Framework Programme selection criteria, the kind of projects supported and the demand for the instrument concerned, the duration of the authorisation procedure, the project results, and the funding distribution.

Cette aide comprend: i) un prêt remboursable de 18471000 euros. Les autorités portugaises ont notifié ce prêt remboursable comme une subvention directe, dans la mesure où elles conservent l'option de transformer ultérieurement ce prêt en subvention; ii) une participation pouvant atteindre 2460000 euros au paiement des intérêts d'un prêt; iii) des avantages fiscaux sous forme de réductions de l'impôt sur les bénéfices pouvant atteindre 17402000 euros.
