For example, the level of education in Europe remains inadequate (only 75% of young people aged 22 have completed some form of upper secondary level education, against a target of 85% by 2010), the level of participation in lifelong learning continues to be low (fewer than 10% of adults participate in further learning, the target being to reach 12.5% by 2010), and both failure at school (one in five pupils drops out of school, the objective being to reduce this rate by half) and social exclusion remain too high in the face of a worrying shortage of teachers (by 2015, mainly because of the retirement of existing teachers, over a million teachers will have to be recruited).

As the rules laid down in this Regulation determine conditions for the application of the methodology set out in Delegated Regulation (EU) 2015/63 adopted pursuant to Article 103(7) of Directive 2014/59/EU, the differences between the calculation of the annual contributions by the Board for the institutions authorised in the participating Member States and the calculation of the annual contributions in the Member States which are not participating in the SRM should reflect only the specificities of a unified system in the participating Member States.

(3) To increase the value added of the Union's cohesion policy in general, and to take into account the multicountry dimension of European Territorial Cooperation, the specific provisions should lead to considerable simplification on all levels involved: beneficiaries, programme authorities, participating Member States and third countries, as well as the Commission, since beneficiaries may have to enforce different sets of rules, both from the Union itself, from one or several Member States and possibly from third countries.

The European Parliament asks the Commission to propose a directive or directives guaranteeing a common standard of transparency and to tackle the issues mentioned below covering hedge funds and private equity, on the basis that the directive(s) should give Member States, where necessary, enough flexibility to transpose EU rules into their existing company-law systems; in parallel, it asks the Commission to encourage improvements in transparency by supporting and monitoring the evolution of self-regulation already introduced by managers of hedge funds and private equity and their counterparties, and to encourage Member States to support these efforts through dialogue and exchange of best practice.
