Les enfants hyperkinétiques sont souvent imprudents et impulsifs, sujets aux accidents, et ont souvent des problèmes avec la discipline à cause d'un manque de respect des règles, résultat d'une absence de réflexion plus que d'une opposition délibérée. Leurs relations avec les adultes sont souvent marquées par une absence d'inhibition sociale, de réserve et de retenue. Ils sont mal acceptés par les autres enfants et peuvent devenir socialement isolés. Ces troubles s'accompagnent souvent d'une altération des fonctions cognitives et d'un retard spécifique du développement de la motricité et du langage. Ils peuvent entraîner un comportement dyssocial ou une perte de l'estime de soi.
Definition: A group of disorders characterized by an early onset (usually in the first five years of life), lack of persistence in activities that require cognitive involvement, and a tendency to move from one activity to another without completing any one, together with disorganized, ill-regulated, and excessive activity. Several other abnormalities may be associated. Hyperkinetic children are often reckless and impulsive, prone to accidents, and find themselves in disciplinary trouble because of unthinking breaches of rules rather than deliberate defiance. Their relationships with adults are often socially disinhibited, with a lack of normal caution and reserve. They are unpopular with other children and may become isolated. Impairment of cognitive functions is common, and specific delays in motor and language development are disproportionately frequent. Secondary complications include dissocial behaviour and low self-esteem.

Les États membres ayant participé au séminaire ont défendu l'idée selon laquelle un programme de réinstallation au niveau de l'UE, s'il était utilisé de façon stratégique dans le cadre d'une approche globale, constituerait potentiellement un instrument politique très utile permettant: i) de trouver des solutions globales aux situations de réfugiés, notamment lorsqu'elles sont prolongées, ii) de créer et de renforcer les capacités de protection des régions d'origine et iii) d'offrir une alternative aux mouvement secondaires irréguliers des personnes ne pouvant trouver une protection effective dans le pays de premier asile, ainsi qu'aux activités criminelles liées à ces mouvements.
18. Participating Member States at the Seminar viewed the idea of an EU wide Resettlement Scheme, if strategically used as part of a comprehensive approach, as a potentially very useful policy tool enabling i) comprehensive solutions to refugee situations, in particular to those of a protracted nature, ii) the creation and enhancement of protection capacities of the regions of origin, and iii) an alternative to irregular secondary movements of those persons who cannot find effective protection in the country of first asylum, as well as the criminal activities linked to such movements.
