Le programme fonctionne à destination des acteurs de la société civile et des acteurs sociaux et vise à associer étroitement les citoyens aux réflexions et débats sur la construction de l'Union européenne, à intensifier les relations et les échanges entre citoyens provenant des pays participant au programme, notamment à travers les jumelages de villes, et à stimuler les initiatives des entités engagées dans la promotion d'une citoyenneté active et participative.
The programme is intended for all those involved in civil society and it aims to involve citizens closely in reflection and discussion on the construction of the European Union, to intensify links and exchanges between citizens from the countries participating in the programme, for example through town-twinning, and to encourage initiatives from bodies involved in promoting active and participatory citizenship.

(17) Participation in the programme will be open to acceding countries, candidate countries and potential candidates benefiting from a pre-accession strategy, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programmes established in the respective Framework Agreements, Association Council Decisions or similar agreements; to EFTA countries which are parties to the EEA Agreement and to countries of the European neighbourhood area in accordance with the procedures defined with those countries following the framework agreements providing for their participation in European Union programmes.

This Regulation establishes the Research and Training Programme of the European Atomic Energy Community for the period from 1 January 2014 to 31 December 2018 (the 'Euratom Programme'), and lays down the rules for participation in that Programme, including the participation in programmes of funding bodies managing the funds granted in accordance with this Regulation and in activities conducted jointly under this Regulation and under the Horizon 2020 Framework Programme for Research and Innovation (the 'Horizon 2020 Framework Programme') established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council.

To ensure the most efficient implementation possible, and easy access for all participants through simplified procedures, and to achieve a coherent, comprehensive and transparent framework for participants, participation in the Euratom Programme and dissemination of research results should be subject to the rules applicable to the Horizon 2020 Framework Programme, as set out in Regulation (EU) No 1291/2013 of the European Parliament and of the Council with certain adaptations or exceptions.

Calls for a Black Sea Basin Joint Operational Programme to be drawn up for the next programming period in order fully to address and continue the efforts to achieve all the objectives stated in the ENPI CBC Strategy Paper 2007-2013; emphasises that uniform terms governing applications should be laid down, thereby giving any legal entity in any participating state in the programme area the possibility to apply as lead participant; considers that all countries in Black Sea Basin Joint Operational Programme should be involved and encouraged actively to participate in the next programming period;

In line with the objectives of the Seventh Framework Programme, the participation in the Eurostars Joint Programme of countries associated with the Seventh Framework Programme or of other countries should be possible, provided that such participation is contemplated by the relevant international agreement and provided that both the Commission and the participating Member States and the other participating countries agree to it.
