Le Conseil réaffirme que le rythme des négociations dépend notamment des progrès réalisés par les pays participant aux négociations pour satisfaire aux critères de référence liminaires et finaux ainsi qu'aux exigences prévues dans les cadres de négociation, y compris la mise en œuvre des partenariats pour l'adhésion en cours de révision, chaque pays étant évalué selon ses propres mérites.

to aim at multilateralisation and to oppose any provisions or annexes which would prevent it, which would be incompatible with the GATS and which would prevent future integration into the WTO system; to accept new parties on the condition that they accept the already agreed rules and level of ambitions; to incentivise wider participation in the negotiation talks; to note that both the highest barriers and the highest growth potential regarding trade in services are to be found in the BRICS and the MINT countries; to recognise the importance of those countries for the EU, as export destinations with a rising middle class, as sources of intermediate inputs and as key hubs in global value chains; to open the way for the participation of committed emerging and dynamic economies and to reiterate its support for China's request to join the negotiations; to secure the commitment of all TiSA participants to multilateralising the outcome of the negotiations; to ensure that special attention is paid to developing countries and to include in TiSA the provisions contained in Article IV of the GATS;

4. relève que seul un petit nombre de pays en développement participent aux négociations sur l'ACS; répète qu'il est essentiel d'adopter une stratégie multilatérale renforcée en matière de commerce mondial au moyen d'une coopération accrue entre l'Union européenne et des organismes internationaux démocratiques tels que l'Organisation des Nations unies et l'Organisation mondiale du commerce, au sein desquels les pays en développement sont dûment représentés; souligne que l'ACS devrait se fonder sur l'accord général de l'OMC sur le commerce des services (AGCS), auquel participent tous les membres de l'OMC; rappelle toutefois qu'il rejette toute disposition qui serait incompatible avec l'AGCS et qui empêcherait une future intégration dans le système de l'OMC; invite la Commission à tenir compte des effets de l'ACS sur les pays qui ne prennent pas part aux négociations, en particulier les pays en développement, et à inclure dans l'ACS les dispositions de l'article IV de l'AGCS;

Notes that only a limited number of developing countries participate in the TiSA negotiations; reiterates the need for a strengthened multilateral approach to global trade, to be achieved by means of intensified cooperation between the EU and democratic international bodies, such as the UN and the WTO, in which developing countries are properly represented; notes that TiSA should be based on the WTO General Agreement on Trade in Services (GATS), to which all WTO members are parties; recalls, however, its rejection of any provision that would be incompatible with GATS and that would prevent future integration into the WTO system; calls on the Commission to take into account the impact of TiSA on countries that are not part of the negotiations, especially developing countries, and to include in TiSA the provisions contained in GATS Article IV;

14. demande à la Commission de recenser les options envisageables en vue de la négociation conjointe avec les fournisseurs extérieurs de contrats énergétiques qui devraient toujours respecter et promouvoir les valeurs fondamentales de l'Union que sont le respect des droits de l'homme et de la démocratie ainsi que la protection des normes sociales, de l'environnement et des consommateurs; plaide pour que la Commission joue un plus grand rôle dans la vérification de la compatibilité des accords intergouvernementaux et des grands contrats commerciaux avec le droit de l'Union et dans l'appréciation de leur impact sur la sécurité énergétique, notamment par leur évaluation préalable et la participation aux négociations; souligne que la consommation durable des ressources ainsi que l'économie à faibles émissions devraient être au cœur de l'Union de l'énergie et que cela doit transparaître dans les politiques de l'Union et les efforts qu'elle déploie pour innover en matière de lutte contre le changement climatique; estime que l'Union de l'énergie devrait reposer sur un front uni dans le cadre des négociations avec les pays tiers; invite, dans ce contexte, la Commission et les États membres à mettre en place, sur une base volontaire, un mécanisme de négociation commun afin de renforcer le pouvoir de négociation collective de l'Union, qui pourrait déboucher sur une position de négociation de l'Union.
14. Invites the Commission to set out the options available for the joint negotiation of energy contracts with external suppliers, which should always adhere to and promote the EU’s core values, namely respect for human rights and democracy and social, environmental and consumer protection; calls for the Commission to have a stronger role in verifying the compatibility of intergovernmental agreements and large commercial contracts with EU law and their impact on energy security, including their ex ante evaluation and participation in negotiations; emphasises that sustainable consumption of resources as well as a low emission economy, should be at the core of the Energy Union and that this must be reflected in EU policies and in the EU’s pioneering efforts in tackling climate change; stresses that negotiating with one voice with third countries should be the basis of the Energy Union; calls in this context on the Commission and the Member States to voluntarily introduce a common negotiating mechanism in order to strengthen the EU’s collective bargaining potential which would lead to a EU negotiating position;
