1. Believes that the EU and the US are key strategic partners; stresses that the Transatlantic Trade and Investment Partnership (TTIP) is the most significant recent EU-US project and should reinvigorate the transatlantic partnership as a whole, beyond its trade aspects; emphasises that its successful conclusion is of high geopolitical importance at a moment when the US is pivoting to Asia and concluding the Trans-Pacific Partnership; underlines that the TTIP is predicted to have a positive impact on jobs, growth and competitiveness for the two economies, which have both been hit by the crisis; underlines that these negotiations should be carried out in the most transparent and open way possible;

Stresses that the TTIP should be ambitious and binding on all levels of government on both sides of the Atlantic, including all regulators and other competent authorities; stresses that the agreement should lead to lasting genuine market openness on a reciprocal basis and trade facilitation on the ground, and should pay particular attention to structural ways of achieving greater transatlantic regulatory convergence; considers that the agreement should not risk prejudicing the Union’s cultural and linguistic diversity, including in the audiovisual and cultural services sector;

3. considère que cet accord de partenariat transatlantique devrait élargir l'actuel agenda dans les domaines politique, économique et de sécurité, étant entendu que ce partenariat devrait demeurer essentiellement un engagement politique; estime que, s'agissant des relations économiques, qui, selon une étude récente de l'OCDE, pourraient augmenter de 2 à 3 % le PIB par habitant en Europe, il convient d'identifier les entraves au commerce et à l'investissement transatlantiques qui subsistent et d'élaborer une feuille de route qui définit les moyens de renforcer le marché transatlantique dans le cadre d'un calendrier précis, en déterminant des domaines d'action prioritaires, et d'ouvrir en parallèle, dans des domaines spécifiques, un dialogue réglementaire propre à faciliter ce processus;

Takes the view that this Transatlantic Partnership Agreement should expand the existing Agenda in the political, economic and security fields, on the understanding that the partnership should primarily remain political engagement; considers that, as regards the economic relationship which, according to a recent OECD study, could increase GDP per capita in Europe by 2-3%, the remaining barriers to transatlantic trade and investment should be identified and a route map should be developed which outlines the course of action to strengthen the Transatlantic Market within a clear timetable by prioritising areas of action, accompanied by the establishment of an area-specific regulatory dialogue to assist the process;

7. recommande que lors du prochain sommet de 2006, l'Union européenne et les États-Unis conviennent à la fois d'actualiser le nouvel agenda transatlantique de 1995 et le partenariat économique transatlantique de 1998 et mettent au point un nouvel accord de partenariat transatlantique qui couvre les deux et conduise à l'instauration d'un "marché transatlantique sans entraves" d'ici 2015, cet objectif devant être atteint dès 2010 en ce qui concerne les services financiers et les marchés de capitaux; souligne que cette initiative devrait se fonder sur l'initiative économique décidée lors du sommet UE-États-Unis de juin 2005 ainsi que sur le programme de travail commun UE-États-Unis mettant en place des objectifs concrets selon une approche sectorielle, pour établir un bilan des progrès réalisés en 2005-2006 et préciser les étapes futures;
7. Recommends that by the next 2006 summit, the EU and the US agree to both update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) of 1998 and draw up a new transatlantic partnership agreement that covers both and leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets; this initiative should be based on the Economic Initiative adopted at the June 2005 EU-US Summit and the Joint EU-US Work Programme, setting specific sector-by-sector objectives with a view to taking stock of the progress achieved in 2005-2006 and specifying future steps to be taken;

23. réitère qu'un grand nombre d'obstacles aux échanges et aux investissements doivent toujours être abordés, tant dans l'Union européenne qu'aux États-Unis, et relève avec inquiétude les pressions croissantes incitant à contrer la concurrence de l'étranger par des mesures protectionnistes ou commerciales inéquitables; souligne qu'une réaffirmation de l'engagement envers les principes d'ouverture, de transparence et de prééminence du droit, qui figure dans l'initiative économique et le nouvel accord de partenariat transatlantique proposé, devrait contribuer à surmonter la plupart de ces problèmes;
23. Reiterates that a considerable number of obstacles to trade and investment still need to be tackled in both the EU and the US and notes with concern the increasing pressures to respond to foreign competition by means of protectionist or unfair trade measures; stresses that a renewed commitment to the principles of openness, transparency and the rule of law reflected in the Economic Initiative and the proposed new Transatlantic Partnership Agreement should help eliminate most of these problems;

Further to the signature of the agreement between Galileo and GPS, which will secure full interoperability of the two satellite navigation systems, it is expected that this summit will give new impetus to the strengthening of the economic partnership and the negotiations of a transatlantic open aviation area agreement.
