1. insiste sur la nécessité d'actualiser les fondements du partenariat transatlantique en remplaçant le Nouvel agenda transatlantique existant par un accord de partenariat transatlantique devant prendre effet à compter de 2007; est convaincu que c'est uniquement par le biais d'un accord de cette nature que la relation transatlantique peut s'ancrer dans une structure institutionnelle solide, qui permette aux partenaires de poursuivre leurs objectifs communs d'une façon plus cohérente et plus stable; considère que seul un accord de ce type permettrait une restructuration globale et une harmonisation des initiatives diverses et non coordonnées qui sont actuellement menées, et qu'il encouragerait également les autres acteurs internationaux à faire leurs les principes fondamentaux que sont la démocratie, les droits de l'homme et l'État de droit;
1. Stresses the need to update the fundamental basis of the Transatlantic Partnership by replacing the existing New Transatlantic Agenda with a Transatlantic Partnership Agreement to take effect from 2007; is convinced that it is only by means of such an agreement that the transatlantic relationship can be anchored in a firm institutionalised structure, enabling the partners to pursue their common objectives in a more consistent and stable manner; is of the view that only such an agreement would allow comprehensive restructuring and harmonising of the diverse and uncoordinated initiatives presently under way, and that it would also encourage other international actors to assume the vital principles of democracy, human rights and the rule of law;

Stresses that, on the tenth anniversary of the Madrid Declaration, new impetus should be given to transatlantic relations by expanding the agenda of global cooperation through the completion of the transatlantic market by 2015 and the updating of the New Transatlantic Agenda to be replaced by a Transatlantic Partnership Agreement operational from 2007; undertakes in this regard to make every effort to ensure real success at the forthcoming Summit in Washington DC on 20 June 2005;

7. recommande que lors du prochain sommet de 2006, l'Union européenne et les États-Unis conviennent à la fois d'actualiser le nouvel agenda transatlantique de 1995 et le partenariat économique transatlantique de 1998 et mettent au point un nouvel accord de partenariat transatlantique qui couvre les deux et conduise à l'instauration d'un "marché transatlantique sans entraves" d'ici 2015, cet objectif devant être atteint dès 2010 en ce qui concerne les services financiers et les marchés de capitaux; souligne que cette initiative devrait se fonder sur l'initiative économique décidée lors du sommet UE-États-Unis de juin 2005 ainsi que sur le programme de travail commun UE-États-Unis mettant en place des objectifs concrets selon une approche sectorielle, pour établir un bilan des progrès réalisés en 2005-2006 et préciser les étapes futures;
7. Recommends that by the next 2006 summit, the EU and the US agree to both update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) of 1998 and draw up a new transatlantic partnership agreement that covers both and leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets; this initiative should be based on the Economic Initiative adopted at the June 2005 EU-US Summit and the Joint EU-US Work Programme, setting specific sector-by-sector objectives with a view to taking stock of the progress achieved in 2005-2006 and specifying future steps to be taken;
