They are based on the objectives and principles described in the Regional Strategy Paper (2007-2013) for the Euro-Mediterranean Partnership ; the Regional Indicative Programme 2011-2013 for the Euro-Mediterranean Partnership , as well as the policy orientations laid down in the two Joint Communications of the European Commission and of the High Representative of the EU for Foreign Affairs and Security Policy "A partnership for democracy and shared prosperity with the Southern Mediterranean" and "A new response to a changing Neighbourhood" .

hosting with Spain a summit on 27-28 November to mark the 10th anniversary of the Euro-Mediterranean partnership; taking forward implementation of European neighbourhood policy; concluding negotiations on the draft regulation for a European neighbourhood and partnership instrument; contributing to implementation of the Mediterranean strand of the EU’s strategic partnership with the Mediterranean and the Middle East; encouraging the ratification of all Euro-Mediterranean association agreements already signed; taking forward discussions on Mauritania’s application to join EuroMed; encouraging the Libyan authorities to take the necessary steps to join the EuroMed partnership; taking forward work on securing the release of Bulgarian and Palestinian medical workers in Libya.
