Depuis l’adoption du consensus et de son plan d’action, l’aide humanitaire est devenue, institutionnellement et juridiquement, un domaine d’action à part entière de l’Union européenne , basé sur près de deux décennies d’expérience opérationnelle.
Since the adoption of the Consensus and its action plan, humanitarian aid has become institutionally and legally a fully-fledged policy domain of the European Union , building upon almost two decades of operational experience.

Un certain nombre de changements issus du consensus, associés à un réflexe d’action commune plus fort de la part de l’UE face à ces situations difficiles, ont apporté une contribution positive à l’efficacité générale de la réponse humanitaire.
A number of changes emerging from the Consensus, coupled with a stronger EU reflex to respond together to these difficult situations, have contributed positively to the overall effectiveness of the humanitarian response.

Welcomes the broad scientific and political consensus on the seriousness of climate change; urges the conclusion of an ambitious, worldwide, post-Kyoto agreement, in line with the scenario of IPCC Working Group III , on the need to limit temperature increases to 2°C and for corresponding adjustments to be made to other international agreements concerning trade, civil aviation and intellectual property; considers that a post-2012 framework should allow different countries to participate, according to their national circumstances, through a short-term, multi-stage approach and that, in the medium-term, emissions should be allocated on a per capita basis, first to developed countries, but eventually to all countries; calls on the Council and the Commission to work towards building a consensus on a post-2012 framework through broadening engagement, to include key parties currently outside of the Kyoto Protocol, notably the USA and Australia, and to collaborate with individual states and businesses in the absence of any commitment made by their governments;

Takes note of the increasing number of different actors involved in humanitarian crisis situations, and believes that the Consensus should provide guidance on and answers to the new risks and implementation and coordination challenges, while reaffirming the EU's commitment to humanitarian principles and IHL; recalls that the EU is the largest humanitarian aid donor in the world; and further believes that the conclusions of the European Council of 21-22 June 2007, following which humanitarian aid has been recognised as an EU policy area in its own right in the draft Treaty of Lisbon, are a welcome recognition of that fact;

Le gouvernement travaille en outre sans relâche au maintien du consensus social - lequel constitue en soi un point à part -, une question importante dans la plupart des pays candidats, car sans consensus social, il sera impossible de mettre en œuvre le lourd programme de réformes, et, comme le montre l'exemple de la Slovaquie, l'application de ce consensus peut être une réussite, car le soutien que recueille en Slovaquie l'adhésion à l'Union européenne est toujours très important.
Moreover, the government is constantly working on maintaining social consensus – this is in itself a different matter – an important point in most enlargement countries, because without social consensus, it will not be possible to implement the heavy reform programme, and as is apparent in Slovakia, this can also be done in a way which is successful because the support for EU membership is still very strong in Slovakia.
