Monsieur le Président, conformément au paragraphe 34(1) du Règlement, j'ai l'honneur de présenter, dans les deux langues officielles, le rapport de la délégation canadienne du groupe interparlementaire Canada-Japon concernant sa participation à la 17 réunion bilatérale de la Ligue d'amitié des parlementaires Japon-Canada, tenue à Vancouver, Squamish et Whistler, en Colombie-Britannique, du 3 au 7 janvier 2011, et le rapport de la délégation parlementaire canadienne concernant sa participation à la visite annuelle des coprésidents du groupe interparlementaire Canada-Japon, tenue à Tokyo, au Japon, du 13 au 18 février 2010.
Mr. Speaker, pursuant to Standing Order 34(1), I have the honour to present, in both official languages, the report of the Canadian delegation of the Canada-Japan interparliamentary group, respecting its participation in the 17th bilateral meeting of the Japan-Canada Parliamentary Friendship League held in Vancouver, Squamish and Whistler, British Columbia, January 3 to 7, 2011, and the report of the Canadian parliamentary delegation respecting its participation and the annual visit of the co-chairs of the Canada-Japan interparliamentary group to Tokyo, Japan, February 13 to 18, 2010.

Regrets that the EIB is not the subject of a specific report by Parliament, given that there is a direct link between the EIB and the Member States which are its only shareholders, in contrast to the European Bank for Reconstruction and Development, whose shareholders include many non-European countries such as Switzerland, Israel, Turkey, Russia, Canada, the Republic of Korea, the United States, Japan and Mexico.

Taking into account increased international trade in plants and plant products, a phytosanitary protection of the Community is needed against the introduction of the following harmful organisms which are so far not known to be present in the Community: Dendrolimus sibiricus Tschetverikov; Rhynchophorus palmarum (L.); Agrilus planipennis Fairmaire on plants of Fraxinus L., Juglans mandshurica Maxim., Ulmus davidiana Planch., Ulmus parvifolia Jacq., and Pterocarya rhoifolia Siebold Zucc., and only known to be present in Canada, China, Japan, Mongolia, Republic of Korea, Russia, Taiwan and the United States; Chrysanthemum stem necrosis virus on plants of Dendranthema (DC.) These include a special visit, the third of its kind, to Japan in the spring of this year; our ninth annual meeting between the Canada-Japan Inter-Parliamentary Group and the Japan-Canada Parliamentarians Friendship League, held in Banff, Calgary, Edmonton and Fort McMurray this summer; an executive committee meeting of the Asia Pacific Parliamentary Forum held in Lima, Peru, in September; and something new - our participation in the Sixth General Assembly of the Asia-Pacific Parliamentarians' Conference on Environment and Development held in Guilin, China, in October.
