Des dialogues avec les citoyens ont déjà eu lieu en présence de Mme la vice-présidente Viviane Reding à Cadix (Espagne) avec la maire de la ville Mme Teófila Martínez Saíz et la parlementaire européenne Mme Teresa Jimenez-Becerril, à Graz (Autriche) avec le vice‑chancelier M. Michael Spindelegger, à Berlin (Allemagne) avec la parlementaire européenne sociale-démocrate Mme Dagmar Roth-Behrendt et à Dublin (Irlande) avec la ministre irlandaise des affaires européennes Mme Lucinda Creighton.
Vice-President Reding has already held debates in Cadiz (Spain) with local mayor Teófila Martínez Saíz and Member of the European Parliament (MEP) Teresa Jimenez-Becerril, in Graz (Austria) with Austrian Vice-Chancellor Michael Spindelegger, in Berlin (Germany) with the social-democrat Member of the European Parliament Dagmar Roth-Behrendt and in Dublin (Ireland) with the Irish Minister for European Affairs Lucinda Creighton.

1. Pour la période de la législature 2009-2014 restant à courir à compter de la date d'entrée en vigueur du présent article, et par dérogation aux articles 189, second alinéa, et 190, paragraphe 2, du traité instituant la Communauté européenne et aux articles 107, second alinéa, et 108, paragraphe 2, du traité instituant la Communauté européenne de l'énergie atomique, qui étaient en vigueur au moment des élections parlementaires européennes de juin 2009, et par dérogation au nombre de sièges prévus par l'article 14, paragraphe 2, premier alinéa, du traité sur l'Union européenne, les dix-huit sièges suivants sont ajoutés aux 736 sièges existants, portant ainsi provisoirement le nombre total de membres du Parlement européen à 754 jusqu'à la fin de la législature 2009-2014:
1. For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:

OBJECTIVE:The aim of this Association is to provide a structured forum for the exchange of information and ideas between Canadian parliamentarians and parliamentarians from the European Parliament, the Parliamentary Assembly of the Council of Europe, the Western European Union Assembly, similar European parliamentary organizations such as the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA), the Conference of Parliamentarians of the Arctic Region, and individual parliaments of all countries of Europe.

Whereas a single form of laissez passer should be prescribed for all the institutions and whereas it is therefore appropriate to repeal Regulation No 2 (1) of the Council of the European Economic Community and of the Council of the European Atomic Energy Community establishing the form of the laissez passer issued to members of the European Parliament;

M. Dingledine peut-il nous dire si le gouvernement du Canada serait ouvert à l'idée d'une délégation parlementaire canadienne du même genre qui irait examiner la situation sur le terrain, si nous étions en mesure d'envoyer une délégation multipartite comme celle-là, semblable à la délégation parlementaire européenne? Cette initiative recevrait-elle l'approbation du gouvernement?
I wonder whether Mr. Dingledine is prepared to indicate whether the Government of Canada would be open to a similar delegation proceeding from the Canadian Parliament to look at first-hand the situation in Algeria, should we be in a position to send such an all-party delegation, similar to the European parliamentary delegation, whether this is an initiative that perhaps might meet with the approval of the Government of Canada.
