Suite à l'orientation générale dégagée au sein du Conseil aujourd'hui entre l'Autriche, la Belgique, la Bulgarie, la Croatie, Chypre, la République tchèque, l'Estonie, la Finlande, la France, l'Allemagne, la Grèce, l'Italie, la Lettonie, la Lituanie, le Luxembourg, le Portugal, la Roumanie, la Slovaquie, l'Espagne et la Slovénie, le Parlement européen sera appelé à donner son approbation avant que le règlement ne puisse être définitivement adopté.
Following the general approach reached in the Council today among Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Italy, Latvia, Lithuania, Luxembourg, Portugal, Romania, Slovakia, Spain and Slovenia, the European Parliament will have to give its consent, before the Regulation can finally be adopted.

Près d'un million de nouveaux citoyens de l'Union européenne vivant en dehors de leur pays d'origine auront le droit de vote et d'éligibilité dans leur État membre de résidence lors des élections du Parlement européen de 2004. La Commission européenne a publié, le 8 avril 2003, une communication recommandant notamment que les nouveaux États membres transposent sans tarder le droit communautaire applicable, afin d'établir la base juridique du droit de vote et d'éligibilité des citoyens de l'Union dans leur État de résidence lors des élections de 2004. Tant les quinze États membres actuels que les dix États candidats (la République tchèque, l'Estonie, Chypre, la Lettonie, la Lituanie, la Hongrie, Malte, la Pologne, la Slovénie et la Slovaquie) doivent prendre les mesures nécessaires pour s'assurer que tous les citoyens d'autres Etats membres de l'Union résidant sur leur territoire soient inscrits sur les listes électorales pour les élections de 2004 au Parlement européen, dans un délai utile avant les élections.
With a further one million citizens of the European Union living outside their home country entitled to vote and stand as a candidate in their member state of residence in the 2004 elections to the European Parliament, the European Commission issued on 8 April 2003 a Communication recommending in particular that acceding states transpose the relevant Community law without delay, in order to establish a legal basis for the right of citizens of the Union to vote and to stand as a candidate in their state of residence in the 2004 elections; both the current 15 member states and the ten acceding states (Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia) shoud take the necessary measures to ensure that all Union citizens nationals of other Member states and residing in their territory are entered in the electoral rolls in good time before the 2004 elections to the European Parliament.
