R. whereas two events of great significant for the region took place on 20 August 2012: firstly, the death of the Prime Minister of Ethiopia, Meles Zenawi, and secondly, the establishment of the first formal parliament in Somalia in more than two decades; whereas the swearing-in of a new Parliament and the election of a new President of Somalia, Hassan Sheikh Mohamud, on 10 September 2012 represented a historic moment and an important step towards improving peace and security, demonstrating that the situation in Somalia is not irreversible;

27. souligne particulièrement l’urgence d’agir pour permettre au GFT de se maintenir et d’étendre son contrôle sur le territoire somalien ; se félicite qu'à cette fin le Conseil ait décidé le 25 janvier 2010 de mettre sur pied une mission militaire de la PSDC (Mission de formation de l'UE, EUTM Somalia) pour contribuer à la formation des forces de sécurité somaliennes en Ouganda, en étroite coordination avec les partenaires de l'UE, y compris le GFT, l'Ouganda, l'Union africaine, les Nations unies et les États-Unis ; invite la haute représentante à informer et à consulter le Parlement européen en conséquence ;
27. Particularly emphasises the need for urgent action to shore up the TFG and help it extend the scope of its control on Somali territory; to this end, welcomes that the Council agreed on 25 January 2010 to set up a CSDP military mission (EU Training Mission, EUTM Somalia) to contribute to the training of the Somali security forces in Uganda, in close coordination with EU partners, including the TGF, Uganda, the African Union, the United Nations and the United States; calls on the High Representative to inform and consult the European Parliament accordingly;
