136. Recognises that immigration policy has become a priority on the Union's internal and external policy agenda and that in its texts the Union has been attempting to link immigration and development and ensure that the fundamental rights of immigrants are respected; maintains, however, that the reality on the ground gives the lie to those texts; expresses particular disquiet at the fact that agreements for the readmission of illegal immigrants are being concluded with third countries that do not have the legal and institutional machinery needed in order to handle the readmission of nationals and protect their rights; calls on the Council and the Commission to brief it on the progress made in this area since the publication, in 2005, of the first annual monitoring and evaluation report on cooperation by third countries to combat illegal migration; recommends that Parliament be involved from the outset when readmission agreements are to be negotiated and concluded; and maintains, in short, that any migration policy has to be a common policy and, above all, preventive rather than punitive;

Le plan global de lutte contre l'immigration clandestine et la traite des êtres humains dans l'Union européenne , adopté le 28 février 2002, qui est fondé sur la communication du 15 novembre 2001 de la Commission au Conseil et au Parlement européen concernant une politique commune en matière d'immigration clandestine, précise que la politique de réadmission et de rapatriement fait partie intégrante de la lutte contre l'immigration clandestine et en est un élément essentiel.
The comprehensive plan to combat illegal immigration and trafficking of human beings in the European Union , approved by the Council on 28 February 2002, which built upon the Communication of 15 November 2001 from the Commission to the Council and to the European Parliament on a common policy on illegal immigration states that readmission and return policy is an integral and vital component of the fight against illegal immigration.

1. L’État membre qui exerce la présidence du Conseil de l’Union européenne ou, si cet État membre n’est pas représenté dans le pays ou la région en question, l’État membre exerçant la présidence par intérim, établit, pour la fin de chaque semestre, à l’intention du Parlement européen, du Conseil et de la Commission, un rapport sur les activités des réseaux d’officiers de liaison «Immigration» dans des pays et/ou régions spécifiques revêtant un intérêt particulier pour l’Union, ainsi que sur la situation dans ces pays et/ou régions en matière d’immigration illégale, en tenant compte de tous les aspects importants, y compris des droits de l’homme.
1. The Member State holding the Presidency of the Council of the European Union or, where that Member State is not represented in the country or region concerned, the Member State serving as acting Presidency shall draw up, by the end of each semester, a report to the European Parliament, the Council and the Commission on the activities of immigration liaison officers networks in specific countries and/or regions of particular interest to the Union, as well as on the situation in those countries and/or regions, in matters relating to illegal immigration, taking into consideration all the relevant aspects, including human rights.

32. Supports the proposals, in line with the open method of coordination, to promote the exchange of information, ideas and experiences regarding the integration and employment of both new and existing immigrants; notes that the European Parliament should have a strong role in this, and that all relevant actors must be involved, including migrants' organisations; at the same time, urges a more ambitious scope for actions e.g. more detailed coverage of migration-related issues in the EES, awareness-raising about migrants' rights and responsibilities, action by the EU Social Partners to improve the appropriate representation and involvement of migrant workers in the private and public sector, in trade unions and work councils and measures to improve the ethnic diversity of staff in the EU institutions and other public administrations;
