Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

Considers it important to intensify cooperation with national parliaments, on the basis of Article 9 of Protocol No 1 annexed to the Treaties, and welcomes the agreement on the establishment of an interparliamentary conference in discussing budgetary and economic policies; stresses nevertheless that this cooperation should not be seen as establishing a new joint parliamentary body, which would be both ineffective and illegitimate from a democratic and constitutional point of view, and reaffirms that there is no substitute for a formal strengthening of the full legitimacy of the European Parliament, as a parliamentary body at Union level, with a view to reinforcing the democratic governance of the EMU;

Cependant, on peut tout à fait partager ce que le rapporteur nous a dit ici, et qui est également souligné par les amendements approuvés en commission, qui rappellent avec force l'opinion, plusieurs fois exprimée par ce Parlement, selon laquelle il est de plus en plus nécessaire d'arriver à la communautarisation des instruments de coopérations judiciaire, au renforcement du contrôle juridictionnel et au renforcement du contrôle démocratique de ces instruments malgré tout indispensables.
However, I fully agree with what the rapporteur has said, which is also stressed in the amendments adopted in committee. They firmly reiterate the opinion, often expressed by Parliament, that it is becoming increasingly necessary to communitise the instruments of judicial cooperation and to consolidate the judicial and democratic control of these instruments, which are, in fact, quite vital.
