La proposition de règlement, à la suite de la résolution du Parlement européen qui rejetait la proposition de la Commission de financer le programme en dehors du cadre financier pluriannuel, assure le financement de Copernicus sur la période 2014-2020 avec un niveau maximal d'engagements de 3 786 millions d'euros.
The Commission’s proposal for a regulation, further to the European Parliament resolution which rejected the proposal to exclude the programme funding from the multiannual financial framework, ensures that Copernicus will be funded from 2014-2020, with a maximum level of commitments of EUR 3 786 million.

(7) Le présent règlement devrait donc compléter le cadre réglementaire de l'Union en vigueur [à savoir la directive 2002/19/CE du Parlement européen et du Conseil[14], la directive 2002/20/CE du Parlement européen et du Conseil[15], la directive 2002/21/CE du Parlement européen et du Conseil[16], la directive 2002/22/CE du Parlement européen et du Conseil[17], la directive 2002/58/CE du Parlement européen et du Conseil[18], la directive 2002/77/CE de la Commission[19], ainsi que le règlement (CE) n° 1211/2009 du Parlement européen et du Conseil[20], le règlement (UE) n° 531/2012 du Parlement européen et du Conseil[21] et la décision n° 243/2012/UE du Parlement européen et du Conseil[22]] et les législations nationales applicables adoptées conformément au droit de l'Union, en soumettant les fournisseurs et les utilisateurs finaux de communications électroniques à des droits et à des obligations spécifiques, en apportant les modifications nécessaires aux directives existantes et au règlement (UE) n° 531/2012 afin de permettre un degré plus élevé de convergence et d'apporter certaines modifications de fond concordant avec une plus grande compétitivité du marché unique.
(7) This Regulation should therefore complement the existing Union regulatory framework (Directive 2002/19/EC of the European Parliament and of the Council[14], Directive 2002/20/EC of the European Parliament and of the Council[15], Directive 2002/21/EC of the European Parliament and of the Council[16], Directive 2002/22/EC of the European Parliament and of the Council[17], Directive 2002/58/EC of the European Parliament and of the Council[18], Commission Directive 2002/77/EC[19], as well as Regulation (EC) No 1211/2009 of the European Parliament and of the Council[20], Regulation (EU) No 531/2012 of the European Parliament and of the Council[21] and Decision No 243/2012/EU of the European Parliament[22]) and the applicable national legislations adopted in conformity with Union law, by establishing specific rights and obligations for both electronic communications providers and end-users, by making consequential amendments to the existing Directives and to Regulation (EU) No 531/2012 in order to secure greater convergence as well as some substantive changes consistent with a more competitive Single Market.

5. 5. Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No 282/2014 of the European Parliament and of the Council , the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No 234/2014 of the European Parliament and of the Council , the European Instrument for Democracy and Human Rights established by Regulation (EU) No 235/2014 of the European Parliament and of the Council and the Instrument contributing to Stability and Peace established by Regulation (EU) No 230/2014 of the European Parliament and of the Council .
