C'est d'ailleurs une nécessité – je me permets de le rappeler en passant – si nous voulons maintenir l'unité des 27 et si nous voulons, le moment venu, lorsque nous aurons conclu plus tard cet accord de libre-échange, "free and fair agreement", si nous voulons soumettre avec succès le traité sur notre future relation à la ratification non seulement du Parlement européen mais aussi des parlements des 27 Etats membres, en ce qui nous concerne.
I don't know the details of the British positions on our future partnership. I certainly don't want to jump to conclusions. But I know that you will be vigilant - as I will - to ensure that any trade agreement with the United Kingdom will guarantee fair competition and the protections we regard as essential. In fact it is vital if we want to maintain the unity of the 27 and, when the time comes, when we conclude a free trade agreement, a free and fair agreement, successfully submit the treaty underpinning our future relationship for ratification by the European Parliament and the parliaments of the 27 Member States.

Je dois dire au Conseil que nous, au Parlement européen, avons très certainement raison de nous interroger sur nous-mêmes et sur notre manière d’aborder le budget 2011.
I have to say to the Council that we in the European Parliament most certainly have reason to examine ourselves and the way that we are approaching the 2011 budget.

Pour conclure, je me tourne vers la présidence, cher Monsieur le Ministre Jean-Pierre Jouyet, en souhaitant que dans toute la mesure du possible, les ministres qui seront réunis la semaine prochaine en Conseil puissent puiser le plus possible dans les amendements du Parlement européen qui apportent certainement une valeur ajoutée et j’espère ainsi que nous pourrons, avant la fin de l’année, montrer que cette Europe, loin de se refermer sur elle-même, se veut ouverte à ces flux migratoires, tout en sachant que nous voulons de plus en plus aller vers une gestion concertée des flux migratoires avec les pays d’immigration.
To conclude, I turn to the Presidency, to Mr Jean-Pierre Jouyet, and hope that, as far as possible, the ministers meeting in the Council next week can take as much as possible from the amendments of the European Parliament which, certainly, provide added value, and I hope that, before the end of the year, we can show that this Europe, far from turning in on itself, wishes to open up to these migratory flows, in the knowledge that we increasingly wish to move towards concerted management of migratory flows with the countries of immigration.

Au sein du Parlement européen, nous franchirons certainement ce pas à notre tour durant notre prochaine session plénière.
I would like to underline again that the position taken by the Heads of State and Government with regard to the Commission's proposal on charges for trans-frontier money transfers is surely a step in the right direction. We, the European Parliament, will, no doubt, also take this step in the next plenary session.

In a number of reports - the Coates report of its Temporary Committee on Employment to begin with, and the Menrad and van Lancker employment reports - the European Parliament has developed some elements of an alternative economic strategy which would make employment a real priority in real political life instead of being the subject of pious declarations now being repeated all over again by EU summits.
