L’EFSI devrait avoir pour finalité d’aider à résoudre les difficultés de financement et de mise en œuvre d’investissements productifs et stratégiques qui favorisent le changement, présentent une forte valeur ajoutée tant économique et environnementale que sociétale et qui contribuent à la réalisation des objectifs des politiques de l’Union tels que ceux énoncés dans le règlement (UE) no 1287/2013 du Parlement européen et du Conseil (6), le règlement (UE) no 1291/2013 du Parlement européen et du Conseil (7), le règlement (UE) no 1315/2013 du Parlement européen et du Conseil (8) et le règlement (UE) no 1316/2013 du Parlement européen et du Conseil (9).
The purpose of the EFSI should be to help resolve the difficulties in financing and implementing strategic, transformative and productive investments with high economic, environmental and societal added value contributing to achieving Union policy objectives such as those set out in Regulation (EU) No 1287/2013 of the European Parliament and of the Council (6), Regulation (EU) No 1291/2013 of the European Parliament and of the Council (7), Regulation (EU) No 1315/2013 of the European Parliament and of the Council (8) and Regulation (EU) No 1316/2013 of the European Parliament and of the Council (9).

In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council (3), Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.
