Le 22 octobre 2014, le Parlement européen et le Conseil ont adopté le règlement (UE, Euratom) no 1141/2014 (5) abrogeant le règlement (CE) no 2004/2003 et établissant de nouvelles règles concernant, entre autres, le financement des partis politiques et des fondations politiques au niveau européen, et en particulier les conditions de financement, l'octroi et la répartition du financement, les dons et les contributions, le financement des campagnes pour les élections au Parlement européen, les dépenses remboursables, les interdictions de financement, la comptabilité, les rapports et l'audit, l'exécution et le contrôle, les sanctions, la coopération entre l'Autorité pour les partis politiques européens et les fondations politiques européennes, l'ordonnateur du Parlement européen et les États membres, ainsi que la transparence.
On 22 October 2014 the European Parliament and the Council adopted Regulation (EU, Euratom) No 1141/2014 (5) repealing Regulation (EC) No 2004/2003 and laying down new rules for, inter alia, the funding of political parties and political foundations at European level, in particular with regard to funding conditions, the award and distribution of funding, donations and contributions, financing of campaigns for elections to the European Parliament, reimbursable expenditure, the prohibition of funding, accounts, reporting and audit, implementation and control, penalties, cooperation between the Authority for European political parties and foundations, the Authorising Officer of the European Parliament and the Member States, and transparency.

3. Une information classifiée est communiquée au Parlement européen en vertu du présent accord une fois que le Conseil, conjointement avec le Parlement européen, a déterminé que l’équivalence est assurée, d’une part, entre les principes de base et normes minimales établis pour la protection des informations classifiées dans les règles de sécurité du Parlement européen et du Conseil et, d’autre part, entre le niveau de protection dont bénéficient les informations classifiées dans les locaux du Parlement européen et dans ceux du Conseil.
3. Classified information shall be provided to the European Parliament under this Agreement once the Council, together with the European Parliament, has determined that equivalence has been achieved between the basic principles and minimum standards for protecting classified information in the European Parliament’s and in the Council’s security rules, on the one hand, and between the level of protection afforded to classified information in the premises of the European Parliament and of the Council, on the other.

Where the Council decides to grant the European Parliament access to classified information held by the Council in the area of the common foreign and security policy, it either takes ad hoc decisions to that effect or uses the Interinstitutional Agreement of 20 November 2002 between the European Parliament and the Council concerning access by the European Parliament to sensitive information of the Council in the field of security and defence policy (1) (hereinafter ‘the Interinstitutional Agreement of 20 November 2002’), as appropriate.

Vu l'accord-cadre sur les relations entre le Parlement européen et la Commission européenne (1), signé le 20 octobre 2010 (ci-après dénommé «accord-cadre»), et l'accord interinstitutionnel entre le Parlement européen et le Conseil relatif à la transmission au Parlement européen et au traitement par celui-ci des informations classifiées détenues par le Conseil concernant d'autres questions que celles relevant de la politique étrangère et de sécurité commune (2), signé le 12 mars 2014, («l'accord interinstitutionnel»), il est nécessaire de définir des règles spécifiques sur le traitement des informations confidentielles par le Parlement européen.
In the light of the Framework Agreement on relations between the European Parliament and the European Commission (1) signed on 20 October 2010 (‘the Framework Agreement’) and the Interinstitutional Agreement between the European Parliament and the Council concerning the forwarding to and handling by the European Parliament of classified information held by the Council on matters other than those in the area of the Common Foreign and Security Policy (2) signed on 12 March 2014 (‘the Interinstitutional Agreement’), it is necessary to lay down specific rules on the treatment of confidential information by the European Parliament.

In line with the Commission's express intention of consolidating and rationalising Community funding instruments, this Decision should establish a single and streamlined programme providing for the continuation and development of the activities launched on the basis of Council Decision 2000/750/EC of 27 November 2000 establishing a Community action programme to combat discrimination (2001 to 2006) , Council Decision 2001/51/EC of 20 December 2000 establishing a Programme relating to the Community framework strategy on gender equality (2001-2005) and European Parliament and Council Decisions No 50/2002/EC of 7 December 2001 establishing a programme of Community action to encourage cooperation between Member States to combat social exclusion, No 1145/2002/EC of 10 June 2002 on Community incentive measures in the field of employment and No 848/2004/EC of 29 April 2004 establishing a Community action programme to promote organisations active at European level in the field of equality between men and women, as well as those activities undertaken at Community level in relation to working conditions.
