By .[four years after the date of entry into force of this Decision] , the Commission shall, after consulting the Platform, submit a report on the application and the added value of this Decision to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions, and shall propose, where appropriate, necessary amendments.

Plusieurs programmes successifs ont eu pour objectif d'assurer l'élaboration et la mise en œuvre cohérentes, au niveau global et sectoriel, de stratégies, de cadres juridiques, d'orientations, de services et d'outils en matière d'interopérabilité, qui répondent aux exigences des politiques à l'échelle de l'Union, tels que: i) le programme pour l'échange électronique de données entre administrations (1999-2004) (ci-après dénommé «programme IDA»), institué par les décisions du Parlement européen et du Conseil no 1719/1999/CE (23) et no 1720/1999/CE (24); ii) le programme pour la fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux citoyens (2005-2009) (ci-après dénommé «programme IDABC»), institué par la décision 2004/387/CE du Parlement européen et du Conseil (25); et iii) le programme pour des solutions d'interopérabilité pour les administrations publiques européennes (2010-2015) (ci-après dénommé «programme ISA»), institué par la décision no 922/2009/CE du Parlement européen et du Conseil (26).
Several successive programmes have sought to ensure the coherent development and implementation of global and sectoral interoperability strategies, legal frameworks, guidelines, services and tools to address requirements under Union-wide policies, such as: (i) the programme for the interchange of data between administrations (1999-2004) (the ‘IDA programme’), established by Decisions No 1719/1999/EC (23) and No 1720/1999/EC (24) of the European Parliament and of the Council; (ii) the programme for interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (2005-2009) (the ‘IDABC programme’), established by Decision 2004/387/EC of the European Parliament and of the Council (25); and (iii) the programme on interoperability solutions for European public administrations (2010-2015) (the ‘ISA programme’), established by Decision No 922/2009/EC of the European Parliament and of the Council (26).

Union support for the cultural and creative sectors is based primarily on the experience acquired with the Union programmes set out in Decision No 1718/2006/EC of the European Parliament and of the Council (4) (the "MEDIA programme"), Decision No 1855/2006/EC of the European Parliament and of the Council (5) (the "Culture programme") and Decision No 1041/2009/EC of the European Parliament and of the Council (6) (the "MEDIA Mundus programme").

Conformément à la communication de la Commission du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020" qui recommande de rationaliser et de simplifier les instruments de financement de l'Union et d'accorder davantage d'attention à la valeur ajoutée de l'Union ainsi qu'aux incidences et aux résultats, le présent règlement établit un programme de l'Union européenne pour l'emploi et l'innovation sociale (ci-après dénommé "programme") pour assurer la poursuite et le développement des activités menées sur la base de la décision no 1672/2006/CE du Parlement européen et du Conseil (4), du règlement (UE) no 492/2011 du Parlement européen et du Conseil (5), de la décision d'exécution de la Commission 2012/733/UE (6), ainsi que de la décision no 283/2010/UE du Parlement européen et du Conseil (7) qui a institué un instrument européen de microfinancement Progress en faveur de l'emploi et de l'inclusion sociale (ci-après dénommé "instrument").
In line with the Commission Communication of 29 June 2011 entitled 'A budget for Europe 2020', which recommends rationalising and simplifying the Union's funding instruments and sharpening their focus both on Union added value and on impacts and results, this Regulation establishes a European Union Programme for Employment and Social Innovation ('the Programme') to provide for the continuation and development of activities carried out on the basis of Decision No 1672/2006/EC of the European Parliament and of the Council (4), Regulation (EU) No 492/2011 of the European Parliament and of the Council (5), Commission Implementing Decision 2012/733/EU (6) and Decision No 283/2010/EU of the European Parliament and of the Council that established a European Progress Microfinance Facility for employment and social inclusion (7) ('the Facility').

2. est d'avis que, sauf urgence exceptionnelle, toute réunion du Conseil européen doit être précédée d'un débat au Parlement européen, permettant l'adoption d'une résolution, le président du Conseil européen venant y présenter lui-même les sujets à l'ordre du jour; estime que le Parlement et le Conseil européen doivent organiser leurs travaux respectifs de façon à donner au Parlement la possibilité de faire connaître son avis sur ces sujets en temps utile et à permettre au président du Conseil européen de rendre compte devant la séance plénière après chaque réunion du Conseil européen; insiste sur le fait que, dans la mesure du possible, les réunions du Conseil européen ne devraient pas avoir lieu pendant les semaines de session du Parlement;
2. Is of the opinion that, other than in cases of exceptional urgency, any meeting of the European Council should be preceded by a debate in Parliament, allowing the adoption of a resolution, with the President of the European Council coming to present the subjects on the agenda in person; believes that Parliament and the European Council should organise their respective work so as to give to Parliament the opportunity to make known its opinion on these subjects in good time, and to allow the President of the European Council to report back after each meeting of the European Council in front of the plenary sitting; stresses that, as far as it is possible, European Council meetings should not take place during the plenary session weeks of Parliament;

46. est d'avis que tout nouvel ICC proposé devrait reposer sur la conditionnalité, la solidarité et la convergence; ajoute que tout nouvel instrument ne devrait être lancé qu'après qu'a été identifiée la nécessité de vastes réformes structurelles qui favorisent la croissance durable et corrigent les déséquilibres sociaux sur la base de l'évaluation de la cohérence entre le code de convergence et les programmes nationaux de mise en œuvre et avec la participation formelle et adéquate du Parlement européen, du Conseil et des parlements nationaux;
46. Is of the opinion that any proposed new CCI should be based on conditionality, solidarity and convergence; believes that such an instrument should only be launched after social imbalances and the need for major long-term and sustainable growth-enhancing structural reforms have been identified on the basis of an assessment of the coherence between the convergence code and national implementation plans, with the proper formal involvement of the European Parliament, the Council and national parliaments;

The Member States shall inform each other, the European Supervisory Authority (European Banking Authority) (hereinafter “EBA”), established by Regulation (EU) No 1093/2010 of the European Parliament and of the Council (32), the European Supervisory Authority (European Insurance and Occupational Pensions Authority) (hereinafter “EIOPA”), established by Regulation (EU) No 1094/2010 of the European Parliament and of the Council (33), and the European Supervisory Authority (European Securities and Markets Authority) (hereinafter “ESMA”), established by Regulation (EU) No 1095/2010 of the European Parliament and of the Council (34) (collectively, the “ESA”) to the extent relevant for the purposes of this Directive and in accordance with the relevant provisions of Regulation (EU) No 1093/2010, of Regulation (EU) No 1094/2010 and of Regulation (EU) No 1095/2010, and the Commission of cases where they consider that a third country meets the conditions laid down in paragraphs 1 or 2 or in other situations which meet the technical criteria established in accordance with Article 40(1)(b).

Sur la base de précédentes résolutions du Parlement européen et de précédents documents de la Commission, on présente ci-après certains des domaines où l'intégration pourrait avoir une incidence favorable sur la création d'emplois.
On the basis of past EP resolutions and Commission documents, the following represent some of the areas where mainstreaming could have a positive impact on employment creation.

1. La République de Pologne participe à toutes les activités des programmes Kaléidoscope, Ariane et Raphaël (ci-après dénommés «programmes») et ce, sauf dispositions contraires de la présente décision, dans le respect des objectifs, critères, procédures et délais définis dans la décision n° 719/96/CE du Parlement européen et du Conseil du 29 mars 1996 établissant un programme de soutien aux activités artistiques et culturelles de dimension européenne (ci-après dénommé «Kaléidoscope») (1), dans la décision 2085/97/CE du Parlement européen et du Conseil du 6 octobre 1997 établissant un programme de soutien, comprenant la traduction, dans le domaine du livre et de la lecture (ci-après dénommé «Ariane») (2), ainsi que dans la décision n° 2228/97/CE du Parlement européen et du Conseil du 13 octobre 1997 établissant un programme d'action communautaire dans le domaine du patrimoine culturel (ci-après dénommé «Raphaël») (3).
1. Poland will participate in all activities of the programmes Kaleidoscope, Ariane and Raphael (hereinafter called 'the programmes`) in conformity, unless otherwise provided in this Decision, with the objectives, criteria, procedures and time limits laid down in Decision No 719/96/EC of the European Parliament and of the Council of 29 March 1996 establishing a programme to support artistic and cultural activities having a European dimension (1) (hereinafter called 'Kaleidoscope`), Decision No 2085/97/EC of the European Parliament and of the Council of 6 October 1997 establishing a programme of support, including translation, in the field of books and reading (2) (hereinafter called 'Ariane`) and Decision No 2228/97/EC of the European Parliament and of the Council of 13 October 1997 establishing a Community action programme in the field of cultural heritage (3) (hereinafter called 'Raphael`).
