Stresses that, thanks to Parliament’s strong commitment, the EU’s annual contribution to the Palestinian Authority, UNRWA and the Middle East peace process over the last years amounts to EUR 300 million, and recalls that the budgetary authority has, in the course of the budgetary conciliation, agreed to an allocation of EUR 200 million for the year 2012, conditioned by a sine qua non supplementary increase of EUR 100 million for the 2011 financial year stemming from unused appropriations; calls for a funding commitment that reflects actual needs from the beginning of the budget year, in order to ensure that the EU can effectively support sustainable peace-building; insists that strict financial controls must be imposed and a detailed breakdown and evaluation of expenditure must be forwarded to Parliament;

Les contributions perçues par les États membres participants conformément aux articles 103 et 104 de la directive 2014/59/UE du Parlement européen et du Conseil (3) et transférées au Fonds en vertu de l'article 3, paragraphe 3, de l'accord concernant le transfert et la mutualisation des contributions au Fonds de résolution unique visé à l'article 3, paragraphe 1, point 36, du règlement (UE) no 806/2014 (ci-après dénommé «l'accord») devraient être intégrées dans le calcul des contributions individuelles et donc déduites du montant dû par chaque établissement.
Contributions raised by the participating Member States in accordance with Articles 103 and 104 of Directive 2014/59/EU of the European Parliament and of the Council (3) and transferred to the Fund by virtue of Article 3(3) of the agreement on the transfer and mutualisation of contributions to the Single Resolution Fund as referred to in point (36) of Article 3(1) of Regulation (EU) No 806/2014 (‘the Agreement’) should be incorporated in the calculation of individual contributions and hence deducted from the amount due by each institution.

Par dérogation à la règle prévoyant que les contributions doivent être calculées au niveau individuel, dans le cas d'un organisme central dont les établissements de crédit affiliés sont totalement ou partiellement exemptés des exigences prudentielles dans le droit national sur la base de l'article 10 du règlement (UE) no 575/2013 du Parlement européen et du Conseil, les règles concernant les contributions ex ante ne doivent s'appliquer que sur une base consolidée à l'organisme central et à ses établissements de crédit affiliés dans leur ensemble, puisque la solvabilité et la liquidité de l'organisme central et de tous les établissements affiliés sont suivies dans leur ensemble sur la base des comptes consolidés de ces établissements.
By way of derogation from the rule that the calculation of contributions should be performed at individual level, in the case of a central body with credit institutions affiliated to it that are wholly or partially exempted from prudential requirements in national law in accordance with Article 10 of Regulation (EU) No 575/2013 of the European Parliament and of the Council, the rules on ex ante contributions should only apply to the central body and the affiliated credit institutions as a whole on a consolidated basis because the solvency and liquidity of the central body and of all the affiliated institutions are monitored as a whole on the basis of consolidated accounts of these institutions.

4. Lorsque les crédits sont mis à disposition par le Parlement européen et le Conseil, la Commission adopte une décision, par la voie d’un acte d’exécution, octroyant la contribution financière du Fonds et verse cette contribution financière immédiatement et en une seule fois à l’État bénéficiaire.
4. Once the appropriations are made available by the European Parliament and the Council, the Commission shall adopt a decision, by means of an implementing act, awarding the financial contribution from the Fund and shall pay that financial contribution immediately and in a single instalment to the beneficiary State.

Seule est prévue la possibilité d'une contribution financière sur le budget de fonctionnement du Parlement européen, contribution qui est subordonnée à certaines conditions.
