Commends the EEAS for its successful completion of the first cycle of human rights country strategies, which were developed with a strong emphasis on ownership at the EU Delegation level; considers regrettable, however, the continued lack of transparency regarding the content of the country strategies, in particular the failure properly to inform Parliament, and calls, once again, for the public disclosure of, at least, the key priorities of each country strategy, and for Parliament to have access to the strategies, in an appropriate setting, so as to allow a proper degree of scrutiny; encourages the EEAS to adopt indicators with which to evaluate their efficacy, and to treat the country sections of the Annual Report on Human Rights and Democracy in the World more explicitly as constituting implementation reports on the country strategies; recalls the EU’s commitment to ensure that the human rights country strategies are taken into account at all levels of policymaking with third countries, including human rights and political dialogues;

5. regrette qu'alors que les colégislateurs avaient convenu d'élargir le champ des programmes financiers proposés, cet accord n'ait pu être accompagné d'augmentations correspondantes des dotations financières, et que des réductions n'aient pu être évitées; déplore notamment que les dotations au Fonds social européen soient constamment en baisse depuis sa création, et ce malgré le fait que son champ s'est élargi au fil des années; se dit déçu du fait que la proposition d'enveloppe pour le Fonds social européen de 25 % des fonds destinés à la politique de cohésion n'ait pu être maintenue dans les négociations pour la période 2014-2020; regrette également que le plafond annuel du Fonds européen d'ajustement à la mondialisation ait subi une réduction disproportionnée par rapport à celles des autres instruments financiers; déplore que l'article 20 du règlement du Parlement ait été invoqué pour tous les dossiers liés au CFP, cette mesure ayant limité le droit démocratique des députés à s'exprimer, par exemple, sur le niveau minimal de l'enveloppe destinée au Fonds social européen;

Regrets that where the co-legislators agreed to extend the scope of the proposed financial programmes this could not be matched by corresponding increases in financial allocations, and that reductions could not be prevented; regrets in particular that the allocation to the ESF has been constantly been reduced since the Fund’s foundation, despite the fact that the scope of the Fund has been extended over time; deplores the fact that the proposed ESF envelope of 25 % of cohesion policy funds could not be maintained in the negotiations for 2014-2020; deplores also the fact that the annual ceiling for the EGF has been disproportionally reduced compared to other financial instruments; regrets the invocation of Rule 20 of Parliament’s Rules of Procedure for all MFF-related files, since this has limited Members’ democratic right to express themselves, for example on the minimum share for the ESF envelope;

16. se félicite des mesures prises depuis l'entrée en vigueur du traité de Lisbonne, conformément aux recommandations du groupe de pilotage sur les relations avec les parlement nationaux, en vue d'intensifier la coopération entre les parlements nationaux et le Parlement européen, en particulier en ce qui concerne la planification des réunions interparlementaires de commissions, l'augmentation du nombre de ces réunions (50 depuis 2010), la communication aux membres des parlements nationaux et aux organes politiques concernés des propositions des parlements nationaux (avis motivés et contributions), l'introduction de vidéoconférences, la promotion de visites bilatérales, les améliorations techniques apportées au système européen d'échange interparlementaire d'informations (IPEX), l'augmentation du nombre de projets de collaboration menés sous l'égide du Centre européen de recherche et de documentation parlementaire (CERDP), les visites de personnel administratif et l'échange d'informations et de bonnes pratiques; estime que ces mesures contribuent à rendre les relations interparlementaires plus efficaces et mieux ciblées tout en renforçant la démocratisation parlementaire;

Welcomes the actions that have been taken – in accordance with the recommendations of the steering group on relations with the national parliaments – since the entry into force of the Treaty of Lisbon to intensify cooperation between the national parliaments and the European Parliament, in particular as regards the planning of interparliamentary committee meetings, the increase in the number of such meetings (50 since 2010), the forwarding to members of the national parliaments and relevant political bodies of national parliament submissions (reasoned opinions and contributions), the introduction of videoconferences, the promotion of bilateral visits, technical improvements to the InterParliamentary EU information eXchange (IPEX), the increase in the number of collaborative projects carried out under the aegis of the European Centre for Parliamentary Research and Documentation (ECPRD), visits by administrative officials and the exchange of information and of best practice; believes that these actions help to make interparliamentary relations more efficient and more focused, while contributing to parliamentary democratisation;

Asks the Commission to indicate what actions have been undertaken, since the adoption of the Parliament resolution of 7 September 2010, to solve the problems regarding the flanking measures which make it difficult for SMEs from the EU to provide services in Switzerland, and to convince the Swiss authorities to repeal regulations which oblige foreign enterprises providing cross-border services to deposit a guarantee of financial probity;

The European Parliament did not disclose fully the information taken into consideration in order to apply the evaluation formula, although the financial offer of the first cascade contractor was the deciding factor for the ranking of the applicants as second successful tenderer, since the applicants’ offer was ranked largely first in the quality assessment of the tenders and only after the consideration of the price, the rank changed.
