8. rappelle que le sommet de Paris a arrêté six grands secteurs stratégiques horizontaux (la protection civile, les autoroutes de la mer et les autoroutes terrestres, la dépollution de la Méditerranée, le plan solaire méditerranéen, l'Initiative pour l'expansion des affaires en Méditerranée et l'université euro-méditerranéenne), dont une majorité fait déjà l'objet de projets engagés dans le cadre du partenariat EuroMed; souligne dès lors l'importance d'une évaluation minutieuse des programmes régionaux et des moyens déjà mis en œuvre dans le cadre du partenariat euro-méditerranéen et souhaite que la sélection des projets financés dans le cadre de l'UpM repose sur le critère de la valeur ajoutée au niveau tant régional que local; plaide pour la mise en œuvre rapide de ces projets prioritaires;

Recalls that the Paris Summit identified six main horizontal strategic sectors (civil protection, maritime and land highways, de-pollution of the Mediterranean, the Mediterranean solar energy plan, the Mediterranean Business Development Initiative and the Euro-Mediterranean University), in most of which projects have already been undertaken as part of the EuroMed partnership; underlines, therefore, the importance of carrying out a highly detailed assessment of the regional programmes and of the resources already used within the framework of the EuroMed partnership and hopes that the selection of projects funded under the UfM will be based on the added value criterion at both regional and local level; calls for the swift implementation of these priority projects;

13. souligne que l'UpM est susceptible d'avoir des retombées favorables sur le processus de Barcelone; précise que la définition, dans le cadre fixé en juillet 2008 à Paris, de projets significatifs dans des secteurs stratégiques comme la construction de nouvelles infrastructures, la coopération entre PME, les communications et l'exploitation des sources d'énergie renouvelable, contribuera au développement et à la facilitation des échanges et des investissements euro-méditerranéens; souligne, en outre, qu'il sera essentiel de trouver une solution de paix au Moyen-Orient mais que les conflits qui sévissent dans la région ne devraient pas être un obstacle au respect des engagement pris; demande que les réunions prévues dans le cadre de l'UpM aient lieu et qu'un secrétariat permanent soit établi à Barcelone;

Stresses the potential for the UfM to have a positive impact on the Barcelona Process; points out that the definition, within the framework established in Paris in July 2008, of significant projects in strategic sectors, such as the building up of new infrastructure, cooperation between SMEs, communications and the exploitation of renewable energy sources, will contribute to the development and facilitation of Euro-Mediterranean trade and investments; points out, further, that it will be essential to find a solution for peace in the Middle East, but that the conflicts in the region should not be an obstacle to honouring the commitments given; calls for meetings scheduled in the framework of the UfM to be held and for a permanent secretariat to be established in Barcelona;
