Le présent règlement a pour objet d'établir un instrument financier, ci-après dénommé "programme Marco Polo" ou "programme", visant à réduire la saturation du réseau routier, à améliorer les performances environnementales du système de transport et à renforcer le transport intermodal, contribuant ainsi à un système de transport efficace et durable, pour la période allant du 1er janvier 2003 au 31 décembre 2010, afin que, d'ici à la clôture du programme, on soit parvenu à transférer vers le transport maritime à courte distance, vers le transport ferroviaire et vers la navigation intérieure, ou vers une combinaison de modes
