2. Deplores the fact that the VNP has also become one of the most dangerous places in the world when it comes to wildlife conservation; notes with deep concern that armed groups have been involved in illegal exploitation of the park’s natural resources through mining activities and charcoal production used both to sustain their military operations and for personal gain; deplores, also, the fact that armed groups have been involved in large-scale poaching for food purposes and for war-sustaining trade in ivory and bush meat; notes with concern, furthermore, that poor discipline, irregular pay and lack of food have resulted in military personnel becoming increasingly involved in illegal activities, including artisanal mining, charcoal production and wildlife poaching; notes that while the park is an area of great wilderness, its two million acres (790 000 hectares) have huge protection problems, especially with limited government funding; notes that on 15 April 2014 the Chief Warden of the Park, Belgian Prince Emmanuel de Merode, was seriously injured by three gunmen and that more than 140 rangers have been killed in the park on active service in the past decade;

Parks Canada should work collaboratively with the Government of Ontario, first nations, local municipalities, and regional conservation authorities to protect nature outside of the proposed national park boundaries with the establishment of special management zones such as protected buffers and connected corridors that are contiguous to the park, expanding and surrounding the protection of nature and valuable farmland, and identifying and protecting sensitive hydrological and natural heritage features within the surrounding Rouge River, Petticoat and Duffins Creek watersheds.

At the end of the day, honourable senators, with the passage of Bill S-5, the government will have expanded the original 4,765- square-kilometre boundary of Nahanni National Park Reserve sevenfold, to the point where it will be the third largest national park complex in Canada, at almost 35,000 square kilometres.

Apart from representing a threat to rare and endangered species such as the Greenland White-fronted Goose, Anser albifrons flavirostris and the Golden Plover, Pluvialis apricaria, this represents an unsustainable form of land-use, and a destruction of the outstanding natural assets of this region (where the Community has financially helped the establishment of a national park which should provide substantial tourism benefits).

Les bénéficiaires directs du projet seront, premièrement, le parc national de la Serengeti (PNS), sous la forme d'un renforcement de l'activité de ses gardiens et de sa capacité à entretenir et étendre son réseau routier afin de faire respecter la loi, d'endiguer le braconnage et de promouvoir le tourisme; deuxièmement, la TANAPA, que le projet aide à développer plus encore et à mettre en oeuvre sa politique en matière de conservation et de liens entre tourisme et environnement; troisièmement, les communautés voisines du PNS, grâce à une meilleure application des décisions et au développement du tourisme dans le PNS.
The direct beneficiaries of the project will be the Serengeti National Park, by increasing the amount of ranger activity and the Park's capacity to maintain and expand its road network for law enforcement, anti-poaching and tourism purposes; TANAPA, by helping it further develop and implement the policy on conservation and the relationship between tourism and the environment; and the communities neighbouring the SNP, as a result of better policy implementation and more tourism in the SNP.
