By way of derogation from the first and second subparagraphs, Member States may calculate the amount of the payment by multiplying a figure corresponding to 25 % of the national average payment per hectare by the number of entitlements the farmer has activated in accordance with Article 25(1) or by the number of eligible hectares the farmer has declared in acordance with Article 28c(1a).
