M. whereas the Commission is empowered to adopt delegated acts, in accordance with Article 29 of the IAS Regulation, to further specify the type of evidence acceptable for the purposes of Article 4(3)(b) of that regulation and provide a detailed description of the application of Article 5(1)(a) to (h) thereof, and whereas the detailed description must include the methodology to be applied in risk assessments, taking into account relevant national and international standards and the need to prioritise action against invasive alien species associated with, or that have the potential to cause, a significant adverse impact on biodiversity or related ecosystem services, as well as on human health or the economy, such adverse impact being considered as an aggravating factor;

14 (1) Sous réserve du présent règlement, lorsqu’une pension ou allocation annuelle devient payable aux termes dudit règlement, elle doit être payée en mensualités égales commençant le 1 jour du mois qui coïncide avec le jour, ou qui suit immédiatement le jour, où le bénéficiaire y devient admissible et elle continuera d’être versée le 1 jour de chaque mois par la suite jusqu’au 1 jour du mois durant lequel le bénéficiaire décède, et tout arriéré de la pension ou de l’allocation qui reste impayé en tout temps après son décès doit, dans le cas d’une pension payable à un contributeur qui décède en laissant une veuve, être payé en une somme globale comme si ce montant constituait un remboursement des contributions auquel sa veuve a droit aux termes du présent règlement, et doit, dans tout autre cas, être payé à la succession du bénéficiaire ou, si le montant est inférieur à 500 $, selon que le Conseil du Trésor en décidera.
14 (1) Subject to these Regulations, where an annuity or annual allowance becomes payable under these Regulations, it shall be paid in equal monthly instalments commencing on the first day of the month coincident with or immediately following the day on which the recipient becomes entitled thereto and it shall continue to be paid on the first day of each month thereafter until the first day of the month during which the recipient dies and any amount in arrears thereof that remains unpaid at any time after his death shall, in the case of an annuity payable to a contributor who died leaving a widow, be paid in a lump sum as though that amount were a return of contributions to which his widow is entitled under these Regulations, and shall, in any other case, be paid to the recipient’s estate or, if less than $500, as the Treasury Board may direct.

Financial counterparties as defined in Article 2(8) of Regulation (EU) No 648/2012 and non-financial counterparties that meet the conditions referred to in Article 10(1)(b) thereof shall conclude transactions which are neither intragroup transactions as defined in Article 3 of that Regulation nor transactions covered by the transitional provisions in Article 89 of that Regulation with other such financial counterparties or other such non-financial counterparties that meet the conditions referred to in Article 10(1)(b) of Regulation (EU) No 648/2012 in derivatives pertaining to a class of derivatives that has been declared subject to the trading obligation in accordance with the procedure set out in Article 32 and listed in the register referred to in Article 34 only on:

1b. By way of derogation from paragraph 1a, Member States that during at least one year in the period 2010-2013 allocated more than 10 % of their amount available for granting the direct payments provided for in Titles III, IV and V of this Regulation, with the exception of Section 6 of Chapter 1 of Title IV, to financing the measures laid down in Section 2 of Chapter 2 of Title III of this Regulation, the support provided for in subpoints (i) to (iv) of point (a) and in points (b) and (e) of Article 68(1) of this Regulation, or the measures under Chapter 1, with the exception of Section 6, of Title IV of this Regulation may decide to use more than 13 % of the annual national ceiling set out in Annex VIII of this Regulation subject to approval by the Commission".

Question No. 176 Mr. Scott Andrews: With regard to the Fishery (General) Regulations, SOR/93-53, under the Fisheries Act, R.S.C. 1985, c. F-14 in the Province of Newfoundland and Labrador: (a) how many infractions such as charges and warnings have been issued since 2007, pursuant to section 22 of the above noted regulations, identifying those infractions pursuant to section 22(7) of the above noted regulations; and (b) what is the breakdown of the Northwest Atlantic Fisheries Organisation (NAFO) Fishing Areas in which each of the above noted charges were issued in the Province of Newfoundland and Labrador?

That is the only explanation I can find for the fact that rule 59(10) exists, but so do the detailed requirements for notice of questions of privilege, including written questions of privilege, set out in rule 43, which runs on through 12 subsections that have to do with timely but advance notice.

In accordance with article 3.4 of the Council Regulation, ship financing arrangements complying with the 1981 OECD Understanding are regarded as aid neutral and not counted under the aid ceiling established under article 3.1 of the Regulation.
