In accordance with Articles 4(2)(g) and 9(1) of Decision (CFSP) 2017/2315, the Council will adopt a decision establishing, in due time, the general conditions under which third States could exceptionally be invited to participate in individual projects; and it will determine in accordance with Article 9(2) of Decision (CFSP) 2017/2315 whether a given third State satisfies these conditions.

10. By 3 July 2019, the Commission shall, after consulting ESMA, submit a report to the European Parliament and to the Council on the impact of Article 35 and 36 of this Regulation on newly established and authorised CCPs as referred to in Article 35(5) and trading venues connected to those CCPs by close links and whether the transitional arrangement provided for in Article 35(5) shall be extended, weighing the possible benefits to consumers of improving competition and the degree of choice available to market participants against the possible disproportionate effect of those provisions on newly established and authorised CCPs and the constraints of local market participants in accessing global CCPs and the smooth functioning of the market.

4. For example, I do not believe that the EU as such is an appropriate interlocutor with NATO on military matters (paragraph 6) (I reject the idea of a 'common diplomatic service' (paragraph 10); I do not agree with the thrust of paragraphs 11 and 20 which suggest rigid adherence to possibly objectionable EU policy lines; I do not accept that the focus of asylum policy should be on humanitarian aspects instead of reducing the numbers of those being admitted (paragraph 22) or the idea that accession represents a 'starting point for further integration efforts' (paragraph 23).
