Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. considérant que, en ce qui concerne les dérogations de l'article 92 paragraphe 3 sous b) du traité CEE, l'aide en question ne présente aucun aspect permettant de la qualifier de projet d'intérêt européen commun ou de projet susceptible de remédier à une perturbation grave de l'économie d'un État membre et dont la promotion justifie une dérogation, au titre de l'article 92 paragraphe 3 sous b) du traité CEE, à l'incompatibilité des aides prévues par l'article 92 paragraphe 1 du traité CEE; que la Belgique fait partie des régions centrales de la Communauté, c'est-à-dire de celles qui ne connaissent pas, dans un contexte communautaire, les problèmes sociaux et économiques les plus graves, alors qu'en même temps le risque de surenchère des aides est des plus réels et que, plus qu'ailleurs, toute aide serait susceptible d'affecter les échanges entre États membres; que, d'autre part, dans des informations socio-économiques disponibles relatives à la Belgique, il n'y a pas d'élément permettant de conclure à l'existence d'une perturbation grave de son économie telle que celle visée par le traité; que l'intervention du gouvernement belge n'a pas finalité de faire face à une telle situation;
As regards the exemptions permitted by Article 92 (3) (b) of the EEC Treaty, there is nothing in the measure to qualify it as a 'project of common European interest' or as one designed 'to remedy a serious disturbance in the economy of a Member State', the furtherance of which justifies exemption under Article 92 (3) (b) from the prohibition of aids laid down by Article 92 (1). Belgium belongs to the central regions of the Community, whose social and economic problems are not the most serious in the Community, yet where the danger of an escalation of State aid is most immediate and where any State aid is most likely to affect trade between Member States. Available social and economic data on Belgium do not suggest that there is a serious disturbance in the economy of the kind referred to by the Treaty. The Belgian Government's measure was not intended to remedy such a disturbance.
