Expresses its deep concern at UNRWA’s serious funding crisis; calls for increased EU financial support for UNRWA and urges all other donors to live up to their promises to the agency, and UNRWA to continue to improve its management, but calls also for the underlying core issue of Palestine refugees to be addressed; commends and congratulates UNRWA for its extraordinary efforts which made it possible to declare the 2015/2016 school year open for Palestine refugee pupils;

5. insiste sur l'urgence de parvenir à une solution juste et durable du conflit au Proche-Orient et plaide pour un engagement déterminé de l'UE et de tous les pays membres de l'UpM en ce sens; réitère son appel à la reprise de négociations sérieuses dans le cadre du processus de paix, en vue d'aboutir à la coexistence de deux États, un État palestinien indépendant, démocratique et viable, et l'État d'Israël, vivant côte à côte dans la paix, la sécurité et des frontières internationalement reconnues; encourage la contribution importante que l'UpM peut apporter à l'amélioration des relations entre Israël et l'Autorité nationale palestinienne, notamment grâce à la coopération entre les représentants israéliens et palestiniens en son sein;
5. Stresses the urgency of achieving a fair and lasting solution to the conflict in the Middle East and calls for the firm commitment in this regard of the EU and of all UfM member countries; reiterates its call for the immediate resumption of meaningful negotiations in the context of the peace process, with a view to achieving a two-State solution – an independent, democratic and viable Palestinian State and the State of Israel, living side by side in peace and security and with internationally recognised borders; encourages the important contribution that the UfM can make to the improvement of relations between Israel and the Palestinian National Authority, also thanks to the cooperation between the Israeli and Palestinian representatives within it;

3. souligne que les deux partenaires doivent s'efforcer d'arriver à un règlement pacifique et équitable du conflit au Moyen-Orient, et salue le fait que cet objectif représente l'une des toutes premières priorités du gouvernement des États-Unis; demande au gouvernement des États-Unis d'œuvrer en coordination étroite avec l'Union européenne et de s'engager dans le Quatuor; souligne que les deux partenaires doivent s'efforcer de relancer les négociations, en se fondant sur la feuille de route et l'accord précédent, avec pour objectif la coexistence de deux États, dont un État palestinien indépendant viable; encourage les partenaires transatlantiques à soutenir les efforts visant à la réconciliation interpalestinienne et souligne l'importance d'améliorer les conditions de vie des Palestiniens en Cisjordanie et à Gaza, notamment en œuvrant pour la reconstruction du territoire;
3. Emphasises that both partners should continue to strive for a peaceful and just settlement of the Middle East conflict and welcomes the fact that it represents one of the most urgent priorities of the US Administration; calls on the US Administration to coordinate closely with the EU and engage in the Quartet; emphasises that both partners should strive for intensification of the negotiations based on the road map and the previous agreement, with the objective of a two-state solution with an independent, viable Palestinian state; calls on the transatlantic partners to support efforts to bring about inter-Palestinian reconciliation, and points out the importance of improving the living conditions of Palestinians in both the West Bank and Gaza, including the reconstruction of Gaza;

D. whereas improving the living conditions of Palestinians living in the Gaza Strip and the West Bank, together with a revival of the peace process and the establishment of functioning Palestinian institutions in Gaza, is a key aspect of the efforts to achieve a just and lasting peace between Israelis and Palestinians,
