5. souligne l’impérieuse nécessité, pour l’Union, de travailler en partenariat avec Israël, l’Autorité palestinienne, l’Égypte et la Jordanie, pour éviter le réarmement de groupes terroristes présents à Gaza et en Cisjordanie, la contrebande d’armes, la fabrication de roquettes et la construction de tunnels; souligne une fois de plus qu’il faut absolument démilitariser la bande de Gaza et mettre un terme au processus d'armement du Hamas, conformément aux conclusions du Conseil "Affaires étrangères" de juillet 2014; demande à tous les groupes terroristes de mettre immédiatement un terme à leurs actions et de renoncer à la violence, afin de réaliser ainsi la paix, la stabilité et la prospérité auxquelles aspirent depuis longtemps Israël et le futur État palestinien;
5. Stresses the imperative need for the EU to work in partnership with Israel, the Palestinian Authority, Egypt and Jordan towards preventing the re-arming of terrorist groups in Gaza and the West Bank, their smuggling of weapons, manufacturing of rockets and building of tunnels; stresses once more the overwhelming need for a demilitarised Gaza and an end to the armament of Hamas, in line with the Foreign Affairs Council conclusion of July 2014; calls upon all terrorist groups to put an immediate end to their activities and to renounce violence so as to realise the long overdue peace, stability and prosperity in both Israel and the future Palestinian state;

Endorses the Council's decision to develop a temporary international mechanism for direct aid to the Palestinian people, on behalf of the Quartet and so as to avoid a major humanitarian crisis in the Palestinian territories; however, asks the Commission to ensure, in the negotiations it is leading, the transparency of the mechanism, in order to prevent any fraud or deviation of the funds, as well as ensuring the visibility of the aid, the needs it will cover and the way it will be deployed, as elements to which the European Parliament will pay special attention before giving, as one of the two arms of the budgetary authority, its approval to any unblocking of financial assistance;

Le Conseil rappelle à l’honorable parlementaire que le Conseil «Affaires générales et relations extérieures» des 22 et 23 novembre 2004 a conclu que l’UE était prête à soutenir l’Autorité palestinienne lors des prochaines élections présidentielles en Palestine, auxquelles l’honorable membre du Parlement européen fait référence dans sa question.
(EN)The Council recalls to the Honourable Parliamentarian that the General Affairs and External Relations Council of 22/23 November 2004 concluded that the EU stands ready to assist the Palestinian Authority in the upcoming Palestinian presidential elections to which the Honourable Member of the European Parliament refers to in his question.

Vivement préoccupé par les atteintes portées aux droits de l'homme dans les Territoires Occupés et rappelant la nécessité, pour la puissance occupante, de respecter strictement ses obligations résultant de la 4ème Convention de Genève auxquelles elle ne s'est notamment pas conformée dans des domaines aussi essentiels que l'éducation et la santé, le Conseil Européen déplore la détérioration continue de la situation dans les Territoires Occupés qui affecte gravement les conditions de vie des populations, compromet durablement l'avenir de la société palestinienne et entrave le développement économique et social des Territoires.
An illustration is the recent mission carried out by the Ministerial Troika. 2. Seriously concerned by violations of human rights in the Occupied Territories and recalling the need for the occupying power to observe strictly its obligations under the 4th Geneva Convention to which it has notably not conformed in such basic areas as education and health, the European Council deplores the continuous deterioration of the situation in the Occupied Territories which seriously affects the living conditions of the people, compromises in a lasting fashion the future of Palestinian society and prevents the economic and social development of the Territories.
