I. I. BACKGROUND Relations between the European Union (EU) and the Andean Pact (Bolivia, Colombia, Ecuador, Peru and Venezuela) have developed in line with EC-Latin America ties generally. They have been influenced more especially by the various enlargements of the Community, the development of Community policies (particularly that on development cooperation), the political situation in Andean Pact countries and Andean integration.
