Notes that many Member States still have large deficits, while others are accumulating current account surpluses, and that there is a need to develop and coordinate fiscal responsibility programmes which take account of these differences and are compatible with decent job creation leading to quality employment, economic growth and, consequently, a sustainable welfare state for future generations; calls on the Commission, which has already received the national budget proposals for 2016, and within the framework of the fiscal policy defined in the Stability and Growth Pact (SGP), to make full use of its existing flexibility to provide, where appropriate, a flexible national responsibility process which better reflects the cyclical situations in Member States and enables the adoption of socially responsible and economically efficient policies aimed at creating decent jobs leading to quality employment and social investment in quality services;

129. invite les États membres à donner suite à l'appel lancé lors de la 35 conférence internationale des commissaires à la protection des données et de la vie privée afin de «promouvoir l'adoption d'un protocole additionnel à l'article 17 du Pacte international relatif aux droits civils et politiques (PIDCP). Ce protocole devrait être fondé sur les normes élaborées et avalisées par la Conférence internationale ainsi que sur les précisions formulées dans l'observation générale n° 16 de la commission des droits de l'homme relative au Pacte afin de favoriser l'établissement de normes mondiales concernant la protection des données à caractère personnel et la protection de la vie privée conformément à la primauté du droit»; invite les États membres à prévoir dans cet exercice de plaider en faveur de l'attribution, à une agence internationale des Nations unies, d'un mandat consistant en particulier à surveiller l'apparition d'instruments de surveillance et à réglementer et examiner les utilisations qui en sont faites; demande à la haute représentante/vice-présidente de la Commission et au Service européen pour l'action extérieure d'adopter des mesures proactives;

Calls on the Member States to follow the call of the 35th International Conference of Data Protection and Privacy Commissioners ‘to advocate the adoption of an additional protocol to Article17 of the International Covenant on Civil and Political Rights (ICCPR), which should be based on the standards that have been developed and endorsed by the International Conference and the provisions in the Human Rights Committee General Comment No 16 to the Covenant in order to create globally applicable standards for data protection and the protection of privacy in accordance with the rule of law’; calls on the Member States to include in this exercise a call for an international UN agency to be in charge of, in particular, monitoring the emergence of surveillance tools and regulating and investigating their uses; asks the High Representative/Vice-President of the Commission and the European External Action Service to take a proactive stance;

Enfin, la Commission a lancé une dernière consultation auprès des États membres qui sont parties contractantes au pacte budgétaire, afin de s'informer des progrès accomplis dans la mise en œuvre des dispositions du pacte budgétaire dans leur législation nationale.
Finally, the Commission has launched a formal consultation to the Member States that are contracting parties of the Fiscal Compact to enquire about their progress in implementing in national law the provisions of the Fiscal Compact.

Afin de renforcer le lien entre les investissements, les réformes structurelles et la responsabilité budgétaire, la Commission a également annoncé qu'elle fournirait de nouvelles orientations sur la meilleure façon de mettre à profit la flexibilité offerte par les règles existantes du pacte de stabilité et de croissance (ci-après «le pacte»)[3] sans pour autant modifier ces règles.
The Commission also announced that, in order to strengthen the link between investment, structural reforms and fiscal responsibility, it would provide further guidance on the best possible use of the flexibility that is built into the existing rules of the Stability and Growth Pact (hereafter “the Pact”),[3] without changing these rules.

Afin de réviser le pacte de stabilité et de croissance, la Commission fait trois suggestions: clarifier et rendre opérationnel le critère de la dette, identifier les objectifs budgétaires à moyen terme spécifiques à chaque pays et définir la trajectoire d'ajustement dans le cadre de la procédure de déficit excessif, en prenant en compte les considérations liées à la soutenabilité des finances publiques.
The Commission has put forward three suggestions for revising the Stability and Growth Pact: clarifying and rendering operational the debt criterion, identifying country-specific medium-term budgetary objectives and defining the adjustment path in the excessive deficit procedure taking into account issues relating to the sustainability of public finances.

Le pacte de stabilité et de croissance doit réaffirmer la volonté des États membres de mener des politiques budgétaires symétriques tout au long du cycle afin de se préparer au vieillissement démographique, de dégager une marge de manœuvre suffisante pour faire face aux ralentissements de l'activité et d'assurer une politique économique appropriée au cours du cycle.
The Stability and Growth Pact should reaffirm the Member States' commitment to pursue symmetrical fiscal policies over the cycle in order to prepare for the ageing of the population, to create sufficient room for dealing with economic slowdowns and to ensure an adequate policy mix over the cycle.
