The car tax-related problem most frequently faced by private individuals is that registration tax must normally be paid a second time when a car is moved from one Member State to another without a permanent change of residence (for example, when someone buys a second-hand car in another EU Member State to take advantage of lower prices there and brings it back to his own country or moves his car to another Member State where he has a second home and leaves it there.) This is despite the fact that registration tax has already been paid in the first Member State and is not refunded by that Member State. Furthermore, the residual car values applied for the purposes of calculating that second registration tax are often excessive which results in disproportionately high registration tax.

RWANDA Le Conseil, rappelant le débat auquel avait procédé le Conseil européen de Bruxelles le 15 juillet 1994 et consterné devant l'ampleur des souffrances humaines provoquées par la dégradation rapide de la situation des réfugiés au Rwanda et dans les régions limitrophes, - a pris acte de la demande d'un montant mensuel de 50 millions d'écus formulée par le HCR et a examiné les possibilités d'accorder une aide de cette ampleur pour une période limitée à trois mois au maximum; - a donné mandat à la Commission pour négocier d'urgence avec les Etats ACP la possibilité d'utiliser une partie des fonds résiduels des 5ème et 6ème Fonds européens de développement afin d'accorder une aide humanitaire au Rwanda; - a noté avec satisfaction que la Commission se proposait d'attribuer, outre l'aide humanitaire déjà fournie, un montant supplémentaire de 22,7 Mio écus au titre de l'aide humanitaire à court terme; - a exhorté les Etats membres à poursuivre leur assistance humanitaire bilatérale, qui s'ajoute aux efforts consentis par l'Union européenne; - a invité les Etats membres à transmettre, dans le courant de la semaine prochaine, des informations sur l'ampleur et la nature de l'assistance qu'ils sont en mesure de fournir pour contribuer au déploiement rapide de la MINUAR 2; - a invité les Etats membres à notifier à la Présidence, dans le courant de la semaine prochaine, l'aide qu'ils ont consentie, au niveau national, pour le Rwanda.
RWANDA The Council, recalling the discussion in the European Council at Brussels on 15 July 1994 and appalled at the scale of human suffering arising out of the rapidly deteriorating refugee situation in and around Rwanda - noted the request from UNHCR for ECU 50 million per month and examined possible ways of providing assistance of such a dimension for a limited period of up to 3 months; - mandated the Commission to negotiate urgently with the ACP the possibility of using part of the residual funds from the 5th and the 6th European Development Fund for humanitarian aid to Rwanda; - noted with satisfaction that the Commission was about to allocate, in addition to humanitarian aid previously extended, a further amount of ECU 22,7 million for short-term humanitarian assistance; - urged Member states to contribute, in addition to the European Union's efforts, with further bilateral humanitarian assistance; - invited Member States to transmit within the next week information on the scope and kind of assistance which they are able to provide to facilitate the early deployment of UNAMIR II; - invited Member States to notify the Presidency in the course of the next week of their national assistance to Rwanda.
