Afin de compléter ou de modifier certains éléments non essentiels du règlement (CE) no 1217/2009, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité en ce qui concerne la modification de l’annexe I à l’égard des circonscriptions du réseau d’information comptable agricole (RICA) par État membre, l’établissement de règles pour la fixation du seuil relatif à la dimension économique des exploitations comptables et de règles relatives à l’établissement du plan de sélection des exploitations comptables, la détermination de la période de référence pour la production standard, la définition des orientations technico-économiques d’exploitation principales et générales, la détermination des principaux groupes de données comptables devant être recueillies et l’adoption de règles générales concernant les données comptables à inclure dans la fiche d’exploitation.
In order to supplement or amend certain non-essential elements of Regulation (EC) No 1217/2009, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of amending Annex I with respect to Farm Accountancy Data Network (FADN) divisions per Member State, laying down the rules for fixing the threshold for the economic size of returning holdings and the rules for establishing the plan for the selection of returning holdings, fixing the reference period for the standard output, defining the general and principal types of farming, specifying the main groups of accountancy data to be collected and adopting general rules on the accountancy data to be included in the farm return.

22. rappelle que la note d'orientation sur l'application de la directive 85/337/CEE aux projets relatifs à l'exploration et à l'exploitation des hydrocarbures non conventionnels, publiée le 12 décembre 2011 par la DG Environnement de la Commission, sous la référence Ares (2011)1339393, confirme que la directive 85/337/CEE du Conseil, telle qu'amendée et codifiée par la directive 2011/92/UE, concernant l'évaluation des incidences de certains projets publics et privés sur l'environnement (dite directive sur l'évaluation des incidences sur l'environnement ou directive EIE) couvre l'exploration et l'exploitation des hydrocarbures non conventionnels; rappelle, de surcroît, que toute méthode de fracturation hydraulique employée appartient à l'ensemble des activités d'exploration et d'exploitation des hydrocarbures conventionnels et non conventionnels, lesquelles sont couvertes par la législation européenne en matière d'environnement précitée et par la directive 94/22/CE du Parlement européen et du Conseil du 30 mai 1994 sur les conditions d'octroi et d'exercice des autorisations de prospecter, d'exploiter et d'extraire des hydrocarbures;
22. Recalls that the ‘Guidance note on the application of Directive 85/337/EEC to projects related to the exploration and exploitation of unconventional hydrocarbon’ (Ref. Ares (2011)1339393), issued by the Commission, DG Environment, on 12 December 2011, confirms that Council Directive 85/337/EEC, as amended and as codified by Directive 2011/92/EU, on the assessment of the effects of certain public and private projects on the environment (known as the Environmental Impact Assessment or the EIA Directive) covers exploration and exploitation of unconventional hydrocarbons; recalls, furthermore, that any hydraulic fracturing method used is part of the overall conventional and unconventional hydrocarbon exploration and extraction activities covered by the above-mentioned EU environmental legislation and by Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons;

3. souligne toutefois que l'écart avec les autres catégories socioprofessionnelles n'a pas été comblé dans tous les pays, régions et secteurs et qu'il subsiste une grande dispersion des revenus agricoles par exploitant à temps plein explicable en partie par celle de la productivité du travail mais aussi par l'inégale répartition des aides en fonction de la taille et de l'orientation des exploitations : 20% des exploitations reçoivent 73% des aides directes, pour 59% des superficies et seulement 25% des emplois;

Stresses, however, that the gap between farmers and other socio-professional categories has not been closed in all countries, regions and sectors and that there are still major disparities in agricultural incomes per full-time farmer, which are partly due to disparities in labour productivity but also to the uneven breakdown of aid with respect to the size and type of production of farms: 20% of farms receive 73% of direct aid, covering 59% of cultivated land and only 25% of jobs;

L'aide communautaire à l'investissement agricole a pour objectif de moderniser les exploitations agricoles et d'améliorer leurs performances économiques en améliorant l'utilisation des facteurs de production notamment par l'adoption de nouvelles technologies et par l'innovation, en privilégiant la qualité, la production biologique ainsi que la diversification à l'intérieur et/ou à l'extérieur de l'exploitation, y compris le secteur non alimentaire et les cultures énergétiques; elle vise en outre à améliorer la situation des exploitations en ce qui concerne le respect de l'environnement, la sécurité du travail, l'hygiène et le bien-être animal, tout en simplifiant, par rapport aux exigences fixées dans le règlement (CE) no 1257/1999 du Conseil du 17 mai 1999 concernant le soutien au développement rural par le Fonds européen d'orientation et de garantie agricole (FEOGA) (3), les conditions à remplir pour bénéficier d'un soutien.
The purpose of Community farm investment aid is to modernise agricultural holdings to improve their economic performance through better use of the production factors including the introduction of new technologies and innovation, targeting quality, organic products and on/off-farm diversification, including non-food sectors and energy crops, as well as improving the environmental, occupational safety, hygiene and animal welfare status of agricultural holdings, while simplifying the conditions for investment aid as compared with those laid down in Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) (3).
