(Return tabled) Question No. 865 Ms. Kirsty Duncan: With respect to cuts in government funding to newcomer settlement organizations: (a) how does this policy reflect Canada’s commitment to cultural diversity; (b) what, if any, needs assessments of newcomers to Canada have been undertaken over the last five years, if none were undertaken, why not, and of those undertaken, (i) when were they undertaken, (ii) by whom, (iii) what were the results, (iv) what were the chief recommendations; (c) what was the detailed process undertaken to examine funding of newcomer settlement programs, which led to the government's cuts; (d) over the past five years, how much money did the government promise to invest in newcomer settlement services, by province and territory, and what amount was actually invested in newcomer settlement services, by province and territory; (e) how was the decision to cut $53 million from newcomer settlement organizations made, (i) what were all the procedural steps in the decision-making process, (ii) what stakeholders were consulted, (iii) which departments were involved in the decision-making process, (iv) what formulas were used, (v) how was it determined that 85 percent of the cuts were necessary in Ontario; (f) what percentage of the Ontario cuts to newcomer settlement organizations were made in the Greater Toronto Area (GTA); (g) how many newcomers arrived in Canada in each of the last five years, (i) how many newcomers arrived in each of the provinces and territories, (ii) how many people settled in each of the provinces, (iii) how many people settled in each of Canada’s ten largest cities; (h) what information does the government have regarding the movement of newcomers from one province to another or from one city to another in the newcomers' first three years after arrival in Canada; (i) from which countries did the newcomers arrive in each of the last five years and, for each country identified, (i) what are the official languages spoke ...

The need for a more coherent approach to the assessment, designation and surveillance of notified bodies, the revision of the safeguard clause procedure and the need to strengthen enforcement measures, including market surveillance are core issues to be addressed.

6.4. Promotion et modernisation des entreprises, en faisant référence en particulier aux PME La coopération tendra à : - réaliser des interventions pour l'identification de nouvelles potentialités entrepreneuriales et la génération de nouvelles entreprises, tenant compte du rôle-clé reconnu aux femmes et aux jeunes entrepreneurs. - promouvoir et développer des organismes ayant la tâche de stimuler la naissance de nouvelles P.M.E. et de les suivre durant leur développement. Ces organismes devront fournir leur assistance surtout pour ce qui concerne le franchissement des obstacles bureaucratiques, la localisation productive, le financement du démarrage desdites entreprises, les contacts avec les clients et les fournisseurs potentiels, la recherche de partenaires ; - promouvoir et créer des structures ("pépinières") qui accueillent temporairement les nouveaux projets d'entreprise, en leur fournissant le support nécessaire pour la réussite de l'initiative.
6.4. Promotion and modernization of business, with special reference to SMEs Cooperation will aim to: - implement action to pinpoint new business potential and to generate new businesses, taking account of the decisive role played by women and young entrepreneurs; - promote and empower bodies with the task of stimulating the generation of new SMEs and of monitoring their development; these bodies will be expected to assist business especially in overcoming bureaucratic obstacles, in locating their businesses, with their start-up financing, their contacts with potential clients and suppliers, and in identifying partners; - promote and create structures ("nurseries") to serve as temporary bases for new entrepreneurial projects, giving them the support they need to succeed.

- 2 - L'approche adoptée par la directive comprend les principaux éléments suivants : - tout terminal dont la conformité aux exigences techniques aura été certifiée, sera autorisé à être mis sur le marché; - le "droit de connexion" aux réseaux publics de télécommunications concernés dans la Communauté sera garanti aux équipements certifiés conformes, sans nécessité de réitération des procédures de tests et d'agrément; - les tests seront effectués et l'agrément délivré par des laboratoires agréés et des organismes de certification figurant sur une liste établie au niveau communautaire; pour y figurer, les laboratoires et organismes devront répondre à des critères stricts de compétence, d'impartialité et d'indépendance, harmonisés au niveau communautaire; - les certificats de conformité délivrés au terme de la procédure instaurée par la directive seront pleinement reconnus dans tous les Etats membres; - pour l'évaluation de la conformité, les fabricants auront le choix entre deux procédures, l'une, l'examen CE de type, l'autre, la déclaration CE de conformité; - le fabricant aura le droit de choisir le laboratoire ou l'organisme qui effectuera les tests de vérification de conformité aux spécifications techniques communes relatives à son équipement ; une accréditation du laboratoire du fabricant est possible, pourvu qu'il satisfasse aux critères de sélection; - la directive exige que les Etats membres prennent toutes les mesures appropriées pour s'assurer que seuls les terminaux qui satisfont aux exigences spécifiées dans la directive soient mis sur le marché; les Etats membres pourraient prendre des mesures pour déconnecter tout équipement qui n'est pas agréé; - les équipements certifiés conformes porteront tous une marque identique, à savoir la marque "CE", ainsi que d'autres symboles distinctifs permettant de les identifier facilement.
- 2 - The approach adopted by the directive includes the following main points: - any terminal certified as conforming with the technical requirements will be authorized for marketing; - the "right of connection" to public telecommunications networks in the Community will be guaranteed for certified equipment, without the need for repeated testing and approval procedures; - the tests will be carried out and approval issued by approved laboratories and certification bodies set out in a Community list. To be on this list laboratories and bodies must meet strict criteria of competence, impartiality and independence which are harmonized at Community level; - the certificates of conformity issued under the procedure laid down by the Directive will be fully recognized in all Member State; - to assess conformity manufacturers will have the choice of two procedures, the EEC type-approval examination and the EEC declaration of conformity; - manufacturers will have the right to choose the laboratory or body that carries out the tests for conformity with the common technical specifications on their equipment. Accreditation of the laboratory of the manufacturer is possible as long as it satisfies the selection criteria; - the directive demands that the Member States should take all suitable measures to ensure that only terminals which meet the requirements set out in the directive are marketed. The Member States may take measures to disconnect any equipment which is not approved; - certified equipment will all bear an identical mark, namely, the "EC" mark, and other distinctive symbols making them readily identifiable.
