(14) En vue d'assurer l'application efficace et neutre du système, il est nécessaire de charger un organisme approprié, le comité de l'Union européenne pour le label écologique (Comité de l'UE pour le label écologique), de contribuer à l'établissement et à la révision des critères du label écologique ainsi qu'à ceux des exigences en matière d'évaluation et de vérification; le Comité de l'UE pour le label écologique doit être composé des organismes compétents déjà désignés par les États membres conformément à l'article 9 du règlement (CEE) n° 880/92, ainsi que d'un forum consultatif assurant une participation équilibrée de toutes les parties concernées.
(14) It is necessary to assign the task of contributing to setting and reviewing eco-label criteria as well as assessment and verification requirements to an appropriate body, the European Union Eco-Labelling Board (EUEB), in order to achieve an efficient and neutral implementation of the scheme; the EUEB should be composed of the competent bodies already designated by the Member States under Article 9 of Regulation (EEC) No 880/92, and of a consultation forum which should provide for a balanced participation of all relevant interested parties.

5. Si l'organisme compétent décide d'attribuer un label à un produit pour lequel la demande d'attribution a déjà été rejetée par l'organisme compétent d'un autre État membre, il attire l'attention de la Commission sur ce fait lorsqu'il lui notifie sa décision conformément au paragraphe 3.
5. If the competent body decides to award a label to a product already rejected by the competent body of another Member State, it shall draw the Commission's attention to this fact when notifying its decision under paragraph 3.
