– (FR) Madam President, Commissioner, I am delighted that, in advance of the next General Assembly of the International Labour Organisation (ILO), we can debate this welcome initiative of the ILO proposing to the Member States of this organisation a convention supplemented by a recommendation on domestic workers.

L’application provisoire de la présente convention par un État ou une organisation régionale d’intégration économique visée au paragraphe 1 du présent article prend fin dès l’entrée en vigueur de la présente convention pour cet État ou cette organisation régionale d’intégration économique, ou dès la notification au dépositaire par cet État ou cette organisation régionale d’intégration économique de son intention de mettre fin à son application provisoire de la présente convention.
2. Provisional application of this Convention by a State or regional economic integration organization referred to in paragraph 1 of this Article shall terminate upon entry into force of this Convention for that State or regional economic integration organization, or upon notification to the Depositary by that State or regional economic integration organization of its intention to terminate its provisional application of this Convention.

Les représentants des États non parties, des organisations intergouvernementales appropriées et des organisations non gouvernementales, y compris des organisations écologistes dont l’expérience est reconnue dans les domaines de compétence de la Commission, ainsi que l’industrie thonière de tout membre de la Commission opérant dans la zone de la convention, en particulier la flotte de pêche thonière, ont la possibilité de participer aux réunions de la Commission et de ses organes subsidiaires, en qualité d’observateurs ou autres, selon le cas, conformément aux principes et critères établis à l’annexe 2 de la présente convention ou à ceux que la Commission peut adopter.
2. Representatives of non-Parties, relevant intergovernmental organizations, and non-governmental organizations, including environmental organizations with recognized experience in matters pertaining to the Commission and the tuna industry of any of the members of the Commission operating in the Convention Area, particularly the tuna fishing fleet, shall be afforded the opportunity to take part in the meetings of the Commission and of its subsidiary organs, as observers or otherwise, as appropriate, in accordance with the principles and criteria established in Annex 2 of this Convention as well as others that the Commission may adopt.

A number of international organisations have direct competence in dealing with issues relating to biotechnology - biosafety is addressed by the Cartagena Protocol, biodiversity by the Convention on Biological Diversity (CBD), agriculture by the Food and Agriculture Organisation (FAO), intellectual property rights and technology transfer by the World Intellectual Property Organisation (WIPO) and World Trade Organisation (WTO), trade by the WTO, risk analysis of foods derived from modern biotechnology in Codex Alimentarius under the World Health Organisation (WHO)/FAO, plant protection under the International Plant Protection Convention (IPPC), and the development of consensus documents by the Organisation for Economic Co-operation and Development (OECD).
