A number of international organisations have direct competence in dealing with issues relating to biotechnology - biosafety is addressed by the Cartagena Protocol, biodiversity by the Convention on Biological Diversity (CBD), agriculture by the Food and Agriculture Organisation (FAO), intellectual property rights and technology transfer by the World Intellectual Property Organisation (WIPO) and World Trade Organisation (WTO), trade by the WTO, risk analysis of foods derived from modern biotechnology in Codex Alimentarius under the World Health Organisation (WHO)/FAO, plant protection under the International Plant Protection Convention (IPPC), and the development of consensus documents by the Organisation for Economic Co-operation and Development (OECD).

The agreement aims to ensure that adequate rules on the protection of intellectual property are applied in all member countries, on the basis of the basic obligations laid down by the World Intellectual Property Organisation (WIPO) in the various conventions on intellectual property rights (the Paris Convention for the Protection of Industrial Property, the Berne Convention for the Protection of Literary and Artistic Works, the Rome Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organisations, and the Washington Treaty on Intellectual Property in Respect of Integrated Circuits).

The World Intellectual Property Organisation (WIPO) is the United Nations agency responsible for intellectual property (patents, copyright, trademarks, designs, etc.). Between 17 and 28 June 2013, WIPO held a Diplomatic Conference in Marrakesh to conclude a Treaty to facilitate access to published works for persons who are blind, visually impaired, or otherwise print disabled.

3. Ownership rights shall cover all intellectual property rights within the meaning of Article 1(1) of Commission Regulation (EC) No 772/2004 of 27 April 2004 on the application of Article 81(3) of the Treaty to categories of technology transfer agreements as well as all property rights within the meaning of Article 2 of the Convention of the 14th July 1967 establishing the Intellectual Property World Organisation, and in particular trade mark rights.

The European Union (EU) has begun to formulate several policy lines on electronic commerce by stimulating the development of an internal market for electronic services whilst safeguarding public interests (cf. Communications on "A European Initiative in Electronic Commerce COM(97)157 IP/97/313", "Harmful and Illegal Content COM(97)623 IP/97/862"). In parallel, the EU is contributing to the formulation of a global framework for communications and electronic commerce, for instance through the World Trade Organisation (WTO) agreement on basic telecommunication services, the agreement on tariffs for information technology products, and the World Intellectual Property Organisation (WIPO) agreement on the protection of intellectual property.

The Community is largely competent in this subject matter by virtue of the Council Directive of 1986 on the legal protection of topographies of semiconductor products (1) although Member States remain competent in some aspects/ (1) Council Directive 87/54/EEC of 16 December 1986 (O.J.
