When goods are purchased under appropriate certificates from manufacturers of wholesalers who are licensed under the Excise Tax Act, the International Labour Organization shall be eligible to claim for the remission or refund of the excise tax and/or the consumption or sales tax for goods imported or purchased in Canada for the official use of the International Labour Organization as a body, but any articles that is exempted from these taxes, other than publications of the International Labour Organization, shall be subject thereto at existing rates if sold or otherwise disposed of within a period of one year from the date of purchase and the vendor shall be liable for such tax.

The legal basis chosen for this proposal for a Council Decision to renew the Agreement concluded between the EC and India for a scientific and technological cooperation between the two parties to the 2002 Agreement is dual. First, the basic article of the EC Treaty making provision for international cooperation is Article 170. Second, cooperation between the EC and third countries of international organisations is governed by the provisions of Article 300, for both opening negotiations and for concluding the agreed text.

Considers that this underlines the need to build a closer relationship between the WTO and other international organisations such as the UNDP, the ILO, UNEP, the MEA secretariats and the World Bank, as an essential step towards a different and more sustainable model of globalisation, in which global institutions work together in the service of the common objectives set out for example in the UN's goals and the ILO core labour standards;

Sur la base des objectifs et des priorités susmentionnés, le Conseil arrêtera un programme d'action exposant de manière détaillée les mesures qui pourraient être prises à court et à long terme".
Foreign policy 10. - Support for peaceful settlement of disputes in the CIS area with full respect for sovereignty rights, and for the development of voluntary regional and economic cooperation; - promotion of a constructive dialogue between Russia, the EU and other Western partners and of cooperation in international organizations; - fostering Russia's commitment to peace-keeping in accordance with the UN Charter and OSCE principles and objectives. 11. These goals could be achieved through measures such as: - implementation and further development of the agreed political consultation at all levels, including the highest political level; - exchange of experience on the conduct of foreign affairs. In this context exchanges on foreign policy formulation and foreign ministry organization, e.g. legal departments, would be particularly useful; - development of regular contacts in appropriate international organizations and bilaterally; - enhancement of the OSCE as a major forum for the development of overall political dialogue with Russia. 12. On the basis of the preceding objectives and priorities, the Council will decide upon an action programme, establishing in detail short and long-term measures which could be taken".
