B. considérant que les Nations unies et d'autres organisations internationales font état de graves violations généralisées du droit international des droits de l'homme et du droit humanitaire par le groupe "État islamique" et par ses groupes inféodés au Moyen-Orient, notamment en Syrie et en Iraq, à l'encontre des minorités ethniques et religieuses, y compris par des assassinats ciblés, des conversions forcées, des enlèvements, la traite des femmes, la réduction en esclavage des femmes et des enfants, le recrutement d'enfants en vue d'attentats-suicides, des violences physiques et sexuelles et des actes de torture; que le sort de celles et ceux qui n'ont pu fuir les zones tombées aux mains du groupe "État islamique" suscite une inquiétude de plus en plus vive, car aucune aide humanitaire internationale ou presque ne peut leur parvenir dans ces régions;
B. whereas the United Nations and other international organisations have reported widespread serious violations of international human rights law and humanitarian law committed by ISIS/Daesh and associated groups in the Middle East, especially in Syria and Iraq, against ethnic and religious minorities, including targeted killings, forced conversions, abductions, the selling of women, slavery of women and children, recruitment of children for suicide bombings, sexual and physical abuse and torture; whereas there are growing concerns for the welfare of those still trapped in areas controlled by ISIS/Daesh forces as almost no international humanitarian assistance reaches those areas;

In particular, a number of provisions relating to meat inspections in Parts B, D and F of Chapter II of Section I, and in Chapters I and V of Section II as well as in Chapter II of Section III of Annex I to that Regulation refer to, diseases on Lists A or B of the World Organisation for Animal Health (OIE).

D. whereas the United Nations and other international organisations have reported widespread serious violations of international human rights and humanitarian law committed by ISIS/Da’esh and associated groups in Syria and Iraq, in particular against minority ethnic and religious groups, including through targeted killings, forced conversions, abductions, selling of women, slavery of women and children, recruitment of children for suicide bombings, sexual and physical abuse and torture; whereas there are serious concerns for the welfare of those still trapped in areas controlled by ISIS/Da’esh forces, as almost no international humanitarian assistance reaches those areas;

rappelle que, dans un grand nombre de navires ne battant pas pavillon d'un État membre de l'Union qui font escale dans les ports européens, l'équipage est en grande majorité philippin et que bon nombre de ces marins travaillent dans des conditions extrêmement dures et inhumaines, et demande dès lors aux États membres de ne pas autoriser l'accueil, dans les ports européens, de ces navires dans lesquels les conditions de travail sont contraires aux droits des travailleurs et aux principes consacrés par la charte des droits fondamentaux de l'Union européenne; demande également que les navires ne battant pas pavillon d'un État membre de l'Union garantissent à leurs équipages les conditions de travail prévues par le droit international et les normes fixées par l'Organisation internationale du travail et l'Organisation maritime internationale.
Bearing in mind that the majority of the crew on many non-Community flagged vessels calling at European ports are Filipino, as well as the harsh and inhuman working conditions in which many of these seafarers live, calls on Member States not to allow these vessels to be received in European ports when the working conditions on board contravene the labour rights and principles enshrined in the Charter of Fundamental Rights of the European Union; urges, likewise, non-Community flagged vessels to guarantee their crews’ working conditions in accordance with international legislation and the rules laid down by the ILO and the IMO.

Any transfer of personal data which are undergoing processing or are intended for processing after transfer to a third country or to an international organisation shall take place only if, subject to the other provisions of this Regulation, the conditions laid down in this Chapter are complied with by the controller and processor, including for onward transfers of personal data from the third country or an international organisation to another third country or to another international organisation.

1. Les États membres prévoient qu'un transfert, par des autorités compétentes, de données à caractère personnel qui font ou sont destinées à faire l'objet d'un traitement après leur transfert vers un pays tiers ou à une organisation internationale, y compris des transferts ultérieurs vers un autre pays tiers ou à une autre organisation internationale, n'a lieu, sous réserve du respect des dispositions nationales adoptées en application d'autres dispositions de la présente directive, que lorsque les conditions définies dans le présent chapitre sont respectées, à savoir:

Member States shall provide for any transfer by competent authorities of personal data which are undergoing processing or are intended for processing after transfer to a third country or to an international organisation including for onward transfers to another third country or international organisation to take place, subject to compliance with the national provisions adopted pursuant to other provisions of this Directive, only where the conditions laid down in this Chapter are met, namely:

4. note avec préoccupation que nombre d'ONG et d'organisations internationales font part d'un accroissement sensible du trafic d'êtres humains dans l'Europe du Sud-Est et souligne la nécessité de donner pleinement suite aux engagements fournis par les ministres de l'intérieur et les ministres de la justice des pays de l'Europe du Sud-Est, réunis à Sofia en décembre 2003 pour le quatrième forum ministériel régional de la Task Force du pacte de stabilité sur le trafic des êtres humains, par lequel ils se sont engagés à collaborer à l'établissement et à l'application de mécanismes et de mesures spécifiques visant à protéger les victimes du trafic;
4. Notes with concern that many NGOs and international organisations report a significant increase in trafficking in human beings in South-East Europe and stresses the need to fully implement the commitments given by the Ministers of the Interior and Ministers of Justice of the countries of South-East Europe meeting in Sofia in December 2003 for the 4 Regional Ministerial Forum of the Stability Pact Task Force on Trafficking in Human Beings, whereby they undertook to work together in establishing and implementing special mechanisms and measures to protect victims of trafficking;
