The peace implementation force will have a number of tasks, but primarily their responsibilities will be to implement a ceasefire and the peace settlement in accordance with the UN Security Council resolution; to create the secure and stable environment we've talked of repeatedly for the Kosovar refugees to return to their homes, as well as the internally displaced persons within Kosovo; to establish the environment required for the NGOs to operate in the fashion they need to to ensure the safe return of all Kosovars; to provide humanitarian assistance, and we know there will be a certain number of tasks in that respect, which will also be part of our mandate as we go into theatre; and to assist in conducting the public security functions that will lead to the arrival of the international organizations we know will follow us into Kosovo ultimately.

15. salue l'engagement du gouvernement ukrainien en faveur d'un ambitieux programme de réformes, notamment sur les plans politique, économique et social; se félicite, dès lors, de la décision de la Commission de fournir à l'Ukraine un plan d'aide à court et moyen terme d'un montant de 11 milliards d'euros afin de contribuer à la stabilisation de la situation économique et financière du pays; attend du Conseil et de la Commission qu'ils présentent le plus rapidement possible, en coopération avec le FMI, la Banque mondiale, la Banque européenne pour la reconstruction et le développement, la Banque européenne d'investissement et d'autres pays, un paquet à long terme de mesures concrètes de soutien financier pour aider l'Ukraine à faire face à l'aggravation de sa situation économique et sociale et lui fournir un soutien économique pour entreprendre les réformes profondes et globales dont l'économie ukrainienne a besoin; rappelle la nécessité d'organiser et de coordonner une conférence internationale de bailleurs de fonds, qui devrait se réunir sous les auspices de la Commission et avoir lieu dès que possible; demande au FMI d'éviter d'imposer des mesures d'austérité insupportables, telles que la baisse des subventions pour l'énergie, qui ne feront qu'aggraver encore la situation socio-économique, déjà difficile, du pays;
15. Welcomes the commitment of the Ukrainian Government to an ambitious reform agenda comprising political, economic and social change; welcomes, therefore, the Commission’s decision to provide Ukraine with a short- and medium-term financial aid and support package worth EUR 11 billion in order to help stabilise the country’s economic and financial situation; expects the Council and the Commission to come forward as swiftly as possible, together with the IMF, the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank and other countries, with a long-term package of robust financial support to help Ukraine tackle its worsening economic and social situation and provide economic support to launch the necessary deep and comprehensive reforms of the Ukrainian economy; recalls the need to organise and coordinate an international donor conference, which should be convened by the Commission and take place as soon as possible; calls on the IMF to avoid imposing unbearable austerity measures, such as cutting the level of subsidies for energy, that will further aggravate the country’s already difficult socioeconomic situation;

Le Conseil prend note de la proposition des autorités ouzbèkes visant à ce que la communauté internationale soit associée à l'enquête que mène l'Ouzbékistan au sujet des événements survenus à Andijan, mais il reste fermement convaincu qu'une enquête internationale indépendante devrait être menée; les mesures qui devront être prises dans ce sens feront l'objet d'une coordination avec les Nations Unies, l'OSCE et les autres organisations internationales concernées.
3. The Council notes the suggestion made by the Uzbek authorities concerning international involvement in the Uzbek investigation into the events in Andijan, but stands firmly by its conviction that an independent international enquiry should be held and will coordinate the necessary steps in that direction with the UN, OSCE and other relevant international organizations.

La Communauté retirera le bénéfice de ces préférences supplémentaires lorsque les mécanismes d'évaluation des organisations internationales feront apparaître des manquements graves et systématiques des pays bénéficiaires.
The Community will withdraw entitlement to such additional preferences whenever the evaluation mechanisms of the relevant international organisations reveal serious systemic failings on the part of the beneficiary countries.
