4. demande à la Commission européenne d'établir en priorité un plan d'action pour la mise en œuvre et l'évaluation de la stratégie de l'Union visant à lutter contre la radicalisation et le recrutement de terroristes, en se fondant sur l'échange de bonnes pratiques et la mise en commun de compétences au sein de l'Union européenne, l'évaluation des mesures prises au sein des États membres et la coopération avec les pays tiers et les organisations internationales, dans le plein respect des conventions internationales relatives aux droits de l'homme et au moyen d'une approche participative et consultative associant différents acteurs et secteurs; estime que la Commission européenne devrait appuyer et soutenir le développement, par les États membres, d'une stratégie de communication efficace et intensive sur la prévention de la radicalisation et du recrutement de citoyens européens et de ressortissants de pays extérieurs à l'Union qui résident dans l'Union par des organisations terroristes;
4. Calls on the Commission to establish as a priority an action plan to implement and evaluate the EU strategy for combating radicalisation and recruitment to terrorism, on the basis of the exchange of best practice and the pooling of skills within the European Union, the evaluation of measures undertaken in the Member States and cooperation with third countries and international organisations, on a basis of full respect for international human rights conventions and through a multistakeholder and multisectoral participative and consultative approach; takes the view that the Commission should contribute to and support the development by Member States of an effective and intensive communication strategy on preventing the radicalisation and recruitment of European citizens and of non-EU nationals residing in the EU by terrorist organisations;

33. souligne que l'adhésion aux organisations et aux mécanismes internationaux et régionaux devrait être une priorité pour le Kosovo; demande aux organisations régionales et aux organismes internationaux, tels que le Conseil de l'Europe et les institutions culturelles et de défense du patrimoine, de revaloriser leurs relations avec le Kosovo et d'accorder à ce pays le statut de membre à part entière en leur sein, et demande aux organisations médiatiques européennes et internationales de faire de même, afin que les artistes kosovars puissent prendre part à toutes les manifestations culturelles internationales, notamment le Concours Eurovision de la chanson; rappelle à cet égard la nécessité de respecter l'accord conclu dans le domaine de la coopération régionale;
33. Underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; calls for Kosovo’s relations and representation within regional organisations, international agencies and bodies such as the Council of Europe and cultural and heritage institutions to be upgraded to full membership and for its representation in European and international media organisations also to be upgraded with a view to enabling Kosovar artists to take part in all international cultural events, including the Eurovision Song Contest; recalls in this context the importance of complying with the agreement reached on regional cooperation;

17. recommande que l'Union européenne soutienne les efforts déployés au niveau international pour mettre au point les normes de sûreté les plus élevées destinées à être appliquées strictement, évoluant en fonction des progrès scientifiques et répondant aux légitimes préoccupations des citoyens; souligne, à cet égard, le rôle que joue l'Union européenne dans le cadre de la politique de voisinage pour la coopération en matière de sûreté nucléaire; prie instamment les États membres et la Commission de prendre ensemble la responsabilité de renforcer les normes internationales en matière de sûreté nucléaire et de veiller à leur mise en œuvre, en étroite coopération avec l'AIEA, le secrétariat de la convention d'Espoo et les autres organisations internationales compétentes; invite la Commission à étudier le plan d'action post-Fukushima de l'AIEA et à présenter un plan d'action complet ainsi que les modalités concrètes de sa mise en œuvre; invite la Commission et les États membres à entretenir, de concert avec l'AIEA, une collaboration constructive avec les pays qui n'ont pas procédé à des tests de résistance transparents en matière de sûreté nucléaire, comme la Biélorussie, la Russie et la Turquie, et à les inciter à se conformer aux normes internationales en matière de sûreté et à coopérer avec des experts internationaux à tous les stades de la préparation, de la construction, de l'exploitation et du déclassement des centrales nucléaires; estime, à cet égard, que l'Union européenne doit tirer pleinement parti du savoir-faire des organisations et des organes internationaux;
17. Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

Policy changes should not create further obstacles to cross-EU cooperation and cooperation with other international and European organisations, where desired.

In order to promote coherence between the action taken by the Commission, the other bodies and agencies of the European Union and other international and regional organisations, the Commission should be authorised to provide training and all forms of assistance other than financial assistance for the liaison officers of third countries and of European and international organisations and agencies, including the exchange of best practice with those bodies, and, for example, with Europol and the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex).
