The Commission has prepared the ground for the second version of the decentralized programmes to be given a new administrative system in which the financial management of the programmes, on the one hand, and their technical management, on the other, will be awarded by a tender procedure to two mutually independent external organizations which would be responsible for all of the programmes, with the Commission having the last word and with the inclusion of specific contractual provisions designed to prevent any conflicts of interest in future.
