(22 bis) Pour garantir l'existence d'un cadre approprié de coordination et de coopération avec les organisations internationales compétentes en matière de navigation intérieure, notamment la CCNR, et l'élaboration de normes techniques uniformes applicables à la navigation intérieure auxquelles l'Union et les organisations internationales pourraient renvoyer, il convient que la présente directive fasse l'objet d'un réexamen, plus particulièrement concernant l'efficacité des mesures qu'elle introduit, ainsi que les mécanismes de coopération avec les organisations internationales compétentes en matière de navigation intérieure, de manière à aboutir à un ensemble unique et uniforme de normes techniques.
(22a) In order to ensure an appropriate framework for coordination and cooperation with international organisations competent for inland waterway navigation, in particular the CCNR, and the development of uniform technical standards for inland navigation to which the Union and international organisations could refer, this Directive should be subject to review, particularly as regards the effectiveness of the measures introduced by this Directive, as well as the mechanisms for cooperation with international organisations competent for inland navigation, with a view to achieving a single, uniform set of technical standards.

Recommends that the EU support international efforts to develop the highest possible safety standards, to be applied rigorously and developed in parallel with scientific progress and reflecting the legitimate concerns of citizens; highlights, in this context, the EU’s role in the Neighbourhood Policy as an instrument for cooperation on nuclear safety; urges the Member States and the Commission to take joint responsibility for strengthening international nuclear safety standards and their proper implementation, in close cooperation with the IAEA, the Espoo Convention secretariat and other relevant international organisations; invites the Commission to consider the IAEA post-Fukushima action plan and to submit an inclusive action plan with concrete arrangements for its implementation; urges the Commission and the Member States, in cooperation with the IAEA, to work constructively with countries that have failed to apply transparent nuclear safety stress tests, such as Belarus, Russia and Turkey, and to urge them to adhere to international safety standards and cooperate with international experts at all stages of the preparation, construction, operation and decommissioning of NPPs; believes, in that connection, that the EU must make full use of the expertise offered by international organisations and bodies;

L’Union et les États membres, suivant le cas, promeuvent la coopération bilatérale et multilatérale avec les pays tiers et la coordination au sein des organisations internationales compétentes telles que le programme des Nations unies pour l’environnement (PNUE), la Commission économique pour l’Europe des Nations unies (CEE-ONU), l’Organisation maritime internationale (OMI) et l’organisation de l’aviation civile internationale (OACI), y compris par l’échange d’informations, en matière de recherche et développement scientifiques et techniques, dans le but d’améliorer les bases requises pour la réduction des émissions.
The Union and the Member States, as appropriate, shall pursue bilateral and multilateral cooperation with third countries and coordination within relevant international organisations such as the United Nations Environment Programme (UNEP), United Nations Economic Commission for Europe (UNECE), the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), including through the exchange of information, concerning technical and scientific research and development, with the aim of improving the basis for emission reductions.

La question du démantèlement des navires fait débat depuis de longues années, tant au niveau de l'UE qu'au sein des organisations internationales compétentes, à savoir l'Organisation maritime internationale (OMI), l'Organisation internationale du travail (OIT) et la Convention de Bâle (ou plus précisément l'organisme dont elle émane: le programme des Nations unies pour l'environnement (PNUE)).
The problem of ship dismantling has been discussed for many years, both within the EU and within the international organisations involved: the International Maritime Organisation (IMO), the International Labour Organisation (ILO) and the Basel Convention (or more precisely its parent body, the United Nations Environment Programme, UNEP).

( Action: continuer à développer, en matière de transports, des coopérations et politiques de l’UE différenciées, ainsi que des dialogues industriels avec les principaux partenaires commerciaux et groupements régionaux, notamment par la conclusion d’accords; continuer à développer les relations extérieures dans le domaine du transport aérien en s’appuyant sur l’accord en préparation entre l’Union européenne et les États-Unis; promouvoir les grands projets industriels de l’UE en matière de transports; poursuivre le développement de la coopération; revoir au cas par cas les interactions de l’UE avec les mécanismes de coopération internationale, ce qui peut aller d’une meilleure coordination des politiques à l’obtention d’un statut d’observateur privilégié ou à l’adhésion de l’UE aux organisations internationales compétentes, en passant par l’établissement de relations spéciales entre l’UE et lesdites organisations; élaborer un cadre stratégique pour étendre les principaux axes du marché intérieur des transports et créer un réseau avec les pays voisins qui le souhaitent.
Action: continue to develop differentiated EU transport cooperation and policy and industrial dialogues with main trading partners and regional groupings, including by concluding agreements; continue to develop external relations in the field of aviation building on the forthcoming EU-US aviation agreement; promote the EU’s major transport industrial projects; further develop cooperation; review on a case-by-case basis the EU’s interaction with international cooperation mechanisms, ranging from better policy coordination over an enhanced observer status to EU membership in relevant international organisations or even special relationships between the EU and such organisations; develop a strategic framework for extending the main axes of the internal transport market and network to neighbouring countries that so wish.

In the course of implementing the programme, cooperation with third countries and with international organisations competent in the sphere of public health, in particular the World Health Organisation, the Council of Europe and the Organisation for Economic Cooperation and Development, or able to have an impact on public health such as the World Trade Organisation and the United Nations Food and Agriculture Organisation shall be encouraged in accordance with the procedure laid down in Article 9(3).

To promote the achievement of the objective set out in Article 1, the Commission and Member States, as appropriate, shall, without prejudice to Article 300 of the Treaty, pursue bilateral and multilateral cooperation with third countries and relevant international organisations such as the United Nations Economic Commission for Europe (UNECE), the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), including through the exchange of information, concerning technical and scientific research and development and with the aim of improving the basis for the facilitation of emission reductions.

In the course of implementing the programme, cooperation with third countries and with international organisations competent in the sphere of public health, in particular the World Health Organisation, the Council of Europe and the Organisation for Economic Cooperation and Development, shall be fostered, and with other international organisations such as the Food and Agriculture Organisation and the World Trade Organisation.
