Urges the member states of both organisations to be more flexible, goal-oriented and pragmatic in the implementation of the EU-NATO partnership; supports, therefore, the French Government's proposal for the establishment of systematic contacts between the Secretaries-General of NATO and the EU Council, in particular so as to avoid confusion where the EU and NATO operate side by side in different missions towards the same common purpose in the same theatre, as in Kosovo and Afghanistan;

14. est favorable à une autonomie institutionnelle aussi large que possible de l'Assemblée paritaire de telle sorte qu'elle puisse organiser ses travaux sous sa propre responsabilité notamment en ce qui concerne la fixation du lieu de ses travaux; considère que les déplacements des délégations dans les différents États ACP chargés de s'informer sur la situation sur place constituent une condition essentielle à une coopération féconde et appuie donc ces voyages d'information et ces contacts dans le cadre des crédits budgétaires disponibles;
14. Favours the greatest possible institutional independence of the Joint Assembly, in terms of separate responsibility for organizing its business, particularly with regard to deciding on where to hold its sessions; considers it indispensable to carry out delegation missions to individual ACP States to assess the situation on the ground, in order for development cooperation to be fruitful, and accordingly supports fact-finding missions and contacts of this kind within the limits of the available budgetary funds;

L'opération "Pavillion Bleu" ne peut donc être considérée en tant qu'action communautaire au sens propre, mais en tant qu'une opération gérée par une organisation non gouvernementale, à laquelle la Commission a donné, jusqu'ici, son appui moral et financier.
