Calls once again for the establishment of a permanent EU operations centre overseen by the Vice-President/High Representative, which would be responsible for operational planning and the conduct of military operations; calls for this operations centre to be attached to the EEAS; stresses that the division of the existing system into seven headquarters makes it less effective and responsive and generates huge costs, and that a permanent interlocutor in the military sphere is essential for civil and military coordination on the ground; takes the view that the permanent operations centre could therefore be classed as a form of military planning and conduct capability, and located in the same place as the CPCC in order to allow the necessary synergies for effective civilian and military coordination; reiterates that the EU operations centre would facilitate cooperation with NATO, without compromising the decisional autonomy of both organisations;

Dans le cas où les forces armées ou les forces de sécurité des États membres conduisent des opérations en dehors des frontières de l’Union, et lorsque des nécessités opérationnelles l’imposent, il convient d’autoriser les pouvoirs adjudicateurs ou entités adjudicatrices qui sont déployés sur le terrain d’opérations à ne pas appliquer les règles de la présente directive lorsqu’ils y passent des marchés avec des opérateurs économiques établis sur le théâtre des opérations, y compris pour des achats civils se rattachant directement à la conduite de ces opérations.
In the event that armed forces or security forces from Member States conduct operations beyond the borders of the Union, and when imposed by operational requirements, authorisation should be given to contracting authorities/entities deployed in the field of operations not to apply the rules of this Directive when they award contracts to economic operators located in the area of operations, including with respect to civilian purchases directly connected to the conduct of those operations.

8. invite l'Union européenne à soutenir dans toute la mesure du possible la réalisation de recherches approfondies et indépendantes sur les effets néfastes de l'utilisation de munitions à l'uranium, appauvri ou non, lors des opérations de terrain dans les Balkans, en Afghanistan et en Iraq; souligne que ces recherches devraient également porter sur les effets de ces armes sur les soldats de la région ainsi que sur la population civile et leurs champs; demande la publication des résultats de ces recherches et leur transmission au Parlement européen;
8. Calls on the EU by all means to support independent and thorough investigations into the harmful effects of the use of depleted and undepleted uranium ammunition in battlefield operations such as in the Balkans, in Afghanistan and in Iraq; stresses that such investigations should also concern the effects on soldiers in the region as well the effects on the civilians and their lands; calls for the results of these investigations to be made public and be presented to Parliament;
